UTILITIES LOCATE TICKET MANAGEMENT FOR EXCAVATION SAFETY SERVICES

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR subpart 5.1 and 5.2, FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. The government intends to solicit and negotiate with only one source under authority FAR 13.106-1(b)(1) -The proposed contract action is for utilities locate ticket management services. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. The announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on https://Sam.Gov/.The solicitation number is N4008523Q2516 and is issued as a Request for Quote (RFQ). This is the only RFQ for this requirement, it includes all

the terms, and conditions as well as applicable FAR and DFARS clauses and provisions with respect to the anticipated purchase order. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-02, effective February 14, 2023. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This requirement is being procured as Unrestricted.The proposed contract action is for commercial supplies/services for which the Government intends to solicit and negotiate on a Sole Source basis to Virginia Utility Protection Service, Inc., 1830 Blue Hills Cir, NE, Roanoke, VA 24012-8614 USA, under the authority of FAR 13.106-1(b)(1)(i).Responsible parties may identify their interest and capability to respond to the requirement, or submit a quote by the date and time specified. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic is in need of both routine and emergency notification services throughout the state of Virginia. It shall include excavator calls miss utility and assignment of a tracking number. For routine notification, miss utility notifies owner (operator) to complete marking (scoping or locating) of their subsurface utilities by 0700 of 7:00 a.m. eastern standard time, 48 working hours after next business day of notification. For emergency notification, miss utility notifies owner (operator) to complete marking (scoping or locating) of their subsurface utilities within three (3) hours of notification same day service. Miss utility will trace record of scoping for all member utilities through their positive response system. Utility owners or their assigned locators shall update the status of (locating/marking/scoping) in the central database maintained by miss utility.Locations:Naval Installations within the state of VirginiaPeriod of Performance: The anticipated Period of Performance is 04 April 2023 through 03 April 2024. The contract will contain provisions for a base period of 12 months.
