current and historical information. With the resource’s full-image or full-text content, there should be little or no embargo on the most recent documents.The historical collection should have signification holdings of at least 50 years depending on the topic.The collected content or database/s should be housed in a well-established platform with at least 40 million references or documents to include, but not be limited to, journal articles, including peer-reviewed articles, patents, technical reports, news articles, and other documents. A specially created database or collection for the purposes of fulfilling this requirement is not acceptable. Any product that lacks the described topic areas will be unacceptable.The Library at the National Ground Intelligence Center (NGIC) supports the Center’s mission of providing reliable and accurate all-source intelligence in a variety of areas, including but not limited to politics, economics, and science & technology. The library’s support mission also includes the provision and stewardship of information resources the Center uses for its analyses and findings. Purchased access to electronic research databases makes up a significant part of the resources the library provides to the Center. In general, the successful vendor shall provide access to an electronic collection of information (database or databases) on the topic or topics described in this document. The information collection or collections will be housed in a single, well-established platform that is accessible via user accounts or IP recognition or a combination of the access methods. The information collection shall include full-text documents, bibliographic citations, or a combination of the two data types. The database will include a robust search functionality and indexing to allow the user to find and download documents or citations in usable word processing or spreadsheet or image formats.
