AMENDMENT 0001 (Dated 09/27/2022):This amendment (0001) is being issued to: (1) Change the set aside from a “Total Small Business Set Aside” to NO set aside making it unrestricted or “Full and Open”. (2) Extend the time given to make delivery after award from within 210 days to within 270 days. (3) Remove the FAR clauses and provisions FAR 52.204-22, FAR 52.219-6, and FAR 52.225-1. (4) Remove the AGAR provision 452.219-70. (5) Remove the clause FAR 52.222-36 from being entered in full text. (6) Add the clauses FAR 52.219-4 and FAR 52.225-5. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0231 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. This solicitation is a 100% Total Small Business Set-Aside. The associated NAICS code is 333111, Farm Machinery and Equipment Manufacturing, with a small business size standard of 1,250 employees and the PSC is 2420.The Department of Agriculture (ARS) has the need for the following product(s):001) John Deere Row-Crop TractorScope of Work:  The USDA-ARS Cropping Systems and Water Quality Research Unit (CSWQRU) in Centralia, MO  is requesting quotes for a John Deere row-crop tractor for conducting cropping systems research.Background:The USDA-ARS CSWQRU conducts precision cropping systems research at the field scale. A key part of the research is controlling operations (like seeding rate) while traversing the field and recording and mapping the information tagged with GPS coordinates (as part of the process referred to as precision agriculture). The CSWQRU has standardized on John Deere Greenstar technology to accomplish this in all field operations utilizing tractors; that technology is required on this new tractor for research efficiency and data commonality. New farming systems being researched have required enhancements to field equipment, meaning that current tractors no longer have the power required. Therefore, we are seeking a new, higher-powered tractor to support current and future research.Technical Requirements: The tractor must meet the following functional specifications:Standard agricultural tractor configuration with mechanical front-wheel driveMinimum of 120 rated PTO hp (power-take-off horsepower)Engine compatible with B20 Biodiesel blend and meeting Tier 4 emissions requirementsInfinitely variable transmission, providing infinite adjustment of tractor speed without need for shifting.Closed center hydraulic system with min 40 GPM (gallons per minute) pump rated output, capable of at least 2500 psi maximum pressureFour (4) electrohydraulic, rear-mounted remote valvesCategory 3/3N 3-point hitch with 8000 lbs minimum lift capacity540/1000 rpm PTOEnclosed operator station with heat and AC and AM/FM/weather radioRight and left external mirrorsAir-suspension operator seat and seating for second person to allow for in-field instruction/troubleshootingAdjustable front and rear tread width, adjustable to 60 inches width. Dual wheels on rear axle; inner wheel adjustable to 60 inches.Front and rear tire fendersFront tires: R28 radialsRear tires: R42 radialsDigital display(s) to monitor and control tractor and implement functions. Tractor and implement data downloaded from monitor must be compatible with visualization and processing in John Deere Operations Center software product.Includes hardware for auto guidance system capable of 3 inch or better pass-to-pass repeatability. Software activation must be transferrable from a John Deere 6430 tractor.Tractor must be able to integrate GPS/GNSS system utilizing John Deere StarFire technology. Must include wiring to connect StarFire 3000 GPS hardware transferred from a John Deere 6430 tractor.Includes set-up and delivery to USDA Research Farm at Centralia, MOIncludes minimum 1-year warrantyA servicing dealer must be located within 1 hour driving time of Centralia, MissouriGovernment Furnished:A John Deere 6430 tractor, serial number L06430H552250, 1370 hours, for trade-in.Key Deliverables:John Deere Row-Crop TractorShipping/Freight/Delivery/TransportationSet-UpDelivery: Delivery to the USDA-ARS CSWQRU located at 13441 Mockbee E, Centralia MO 65240 within 30 weeks (210 days) of award.The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard Centralia, MO and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract.Evaluation Factors:The basis for award will be Lowest Price, Technically acceptable. The Government intends to make a single firm-fixed price award based on the lowest price technically acceptable (LPTA) quote received. "LPTA" means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Price; (2) Technical Requirements. The lowest priced quote will be evaluated first; if NOT found acceptable, the next lowest priced quote will be evaluated, and so on until a technically acceptable quote is identified. The government will NOT review higher priced quotes if the lowest priced quote is determined to be technically acceptable. For quoted products to be considered technically acceptable, they must meet ALL of the technical requirements identified in this solicitation.Submitting a Quote:Failure to demonstrate compliance with all instructions presenter herein will constitute sufficient cause to reject a quote without further discussions. All responsible sources may submit a quote which will be put into considered for award.Offerors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. The applicable FAR clauses and provisions that apply to this acquisition are included with the attached quote submission form (SF1449). The Government anticipates award of one Firm Fixed Price Contract.To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A Unique Entity Identifier (UEI) number is required in order to register. Vendor must also include their UEI# on their quote.The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, contractors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting award.Offerors responding to this announcement shall submit their quote on SF1449 (see attached) and provide completed FAR provisions.
