Notice of intent to issue a sole source award for purchase of Base Station Radio equipment for use by North Cascades National Park Service Complex, WA. The National Park Service radio program policies and procedures has a mandatory source requirement for all radio equipment purchases, requiring the use of Department of Interior, Field Communications (DOI Field Comm), Indefinite Delivery Indefinite Quantity (IDIQ) Contracts. Within these contracts there is only one vendor that offers the required equipment. In accordance with FAR Parts 5.2 and 6.302-1, this notice advertises the government's intent to negotiate and award a sole source purchase of Base Station Radio equipment for the National Park Service (NPS), North Cascades National Park Service Complex (NOCA) and the information is posted for notifying Contractors/vendors presently holding DOI Field Comm IDIQ Contracts. The Justification for Other than Full and Open Competition is posted below. Comments and questions regarding this

All comments received on or before September 14, 2020 will be considered. ------------------------------------------------------ JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS ($10,000 to $250,000) (See FAR 13.106-1) Prepared in accordance with AP&P 1443.06-01 Enhancing Competition and Contracting by Other than Full and Open Competition, Rev. 1. Date: September 3, 2020 PR Number: FBMS Requisition # 40494518 IAP: 5367 Identification of the Agency and the Contracting Activity: Department of Interior, National Park Service (NPS), Pacific West Region, North Cascades National Park Service Complex (NOCA). 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Purchase Base Radio equipment for use by North Cascades National Park Service Complex (NOCA). Acquisition action is for the purchase of fifteen Radio over IP (RoIP) radio base station interface remote units (IP2002) and one radio base station control unit (IP-224) for the NOCA radio program. The cost of this procurement is $31,033.97 1.1 Background: The North Cascades National Park (NOCA) Communications and Dispatch (Comm Center) has recently experienced significant difficulties in adequately performing operations and effectively maintaining its communications radio systems due to staffing requirement issues and degradation from aging radio equipment problems. Therefore, a decision was made to acquire additional base radio units to assist in alleviating radio communication problems and provide effective communications to support park operations. 2. Sole Source Justification rationale (Check one and explain below): __X___ Brand Name and Only one responsible source. ______ Urgent and compelling circumstances exist. ______ Other _____________________________________________________ Explain: Olympic National Park¿s Radio Shop, which is the entity that repairs and maintains the NOCA radio system¿s equipment and components has made significant past investment into the RoIP equipment area to upgrade all of the Pacific Northwest area parks within the Pacific West Region (PWR) portion of the NPS to all utilize compatible equipment. The equipment type that all RoIP equipment in the region is migrating towards is Telex IP units that can be remotely configured and maintained from a central location. In keeping with this initiative purchasing these additional units to support the NOCA radio program is the most cost effective and efficient course of action as it maintains similar equipment throughout the region and in turn negates any need for additional costs for training, maintenance, spare parts or programming software/cabling etc., from being required. The National Park Service radio program policies and procedures has a mandatory source requirement for all radio equipment purchases, requiring the use of Department of Interior, Field Communications (DOI Field Comm), Indefinite Delivery Indefinite Quantity (IDIQ) Contracts. Within these contracts there is only one vendor (BK Technologies) that offers the IP-2002 and IP224 units. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest: Limited market research was performed by the Project Manager to confirm the information above regarding the compatibility and limited source for acquiring the equipment and replacement parts required. The DOI Field Comm contracts are the mandatory source for all DOI Radio Program equipment purchases, price was determined fair and reasonable when the DOI Field Comm IDIQ contracts were issued and BK Technologies is the only vendor on DOI Field Comm contracts that offer the Telex IP 2002 and IP-224 equipment. Additional market research was conducted by the Contracting Officer (CO) as required by FAR Part 10, to verify the aforementioned factors are accurate and to further research reasonable pricing. 4. If this is a determination for sole source, the Contracting Officer certifies: a. Only one source is available, or urgent and compelling circumstances exist. b. A synopsis will be posted at the Government point of entry (beta.SAM.gov) per FAR 16.505(a)(4) and FAR 16.505b2(C). c. The price will be determined fair and reasonable per paragraph 3 above and using the price analysis techniques described in FAR Part 13.106-3(a).
