 THIS SOURCES SOUGHT IS SET ASIDE FOR 8(a) SMALL BUSINESSES and SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES.This is a sources sought notice for Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency's  Nuclear Enterprise Directorate, Nuclear Logistics and Operations Department (NE-NL).  All responses to this sources sought shall be based on the description of potential requirements, found below, and the attached DRAFT Statement of Objectives (SOO).This notice is a Request for Information (RFI) only and is not a solicitation for proposals. The intent of this notice is to assist the Government in conducting market research to evaluate the availability of capable firms within industry. Requests for solicitation will not be responded to and no contracts shall be awarded based on any responses received from interested parties. Any information submitted in response to this sources sought notice is strictly voluntary. This RFI is for information planning purposes
only, and the Government will not reimburse contractors for any costs associated with responding to this sources sought notice/RFI.  The Defense Threat Reduction Agency (DTRA) is seeking prospective offerors to provide A&AS for DTRA in support of the NE-NL Department.  The NE-NL Department provides far ranging nuclear weapons logistics support requiring close coordination and integration with internal and external customers and has close ties across Departments, Agencies and Services.  Potential offerors will provide assistance to NE-NL on Department of Defense (DoD) nuclear weapons accountability matters (at both headquarters and unit-level) and be required to extensively utilize the Defense Integration and Management of Nuclear Data Services (DIAMONDS) system from a technical management level.  Offerors will also provide support in the development and distribution of nuclear weapons technical publications as well as maintaining nuclear weapons historical data.This acquisition therefore requires dedicated and unbiased Subject Matter Nuclear Weapons Accountability Experts who shall serve as DTRA's "trusted agent," both internally and externally, in support of NE-NL.  Potential Offerors supporting this contract will require TS-SCI and have more than a cursory experience of the DIAMONDS system to be fully capable on the day of award.Scope:  In accordance with Attachment 1 - Draft Statement of ObjectivesPeriod of Performance:  The estimated period of performance for this requirement is a one (1) year base period with four (4) one (1) year option periods (total possible duration of five (5) years).Location: Services provided under the scope of this effort are required at one or more of the following DTRA locations:  DTRA Headquarters/Defense Threat Reduction Center (DTRC) located at 8725 John J. Kingman Road, MSC 6201, Fort Belvoir, Virginia; and Kirtland AFB, NM. Support requirements may create a need for travel within local areas, CONUS or OCONUS. Additionally, for situational reasons to the benefit of the Agency (such as when the DTRC is physically closed but open virtually), contractor employees, primarily in the NationalCapital Region (NCR), may be permitted to work from home using Government Furnished Equipment (GFE) with Contracting Officer Representative (COR) approval.Capabilities Statement:  Potential sources, either alone or with appropriate teaming partners, must demonstrate expertise and experience in the DoD nuclear weapons accountability processes; prior DIAMONDS experience, and a clear understanding of the Joint Nuclear Weapons Publication System to include Framemaker software applications..    Responses to this Sources Sought shall reflect corporate information and a short and concise capability summary reflecting the prospective offeror's Capabilities Statement.  Responses are to detail the Technical Capabilities, Qualifications and Experience and shall not exceed 10 pages.  Abridged resumes are acceptable.  Do not send marketing material at this time.  A cover sheet shall be included (not counted in page limit) identifying the company name, point(s) of contact, phone number(s), fax number(s), e-mail address(es), etc. Also include on the cover sheet the contract number, title and no more than a three-line description of any contract your company is/has provided  services under any DoD or federal contract, including GSA Schedules, for the services described above.   All documentation and statements received in response to this sources sought shall become the property of the U.S. government.  Unless otherwise stated herein, no additional information is available.
