Leadership Development Program2223-151Closing Date: 04/06/2023 02:00:00 PM ET Detail: 2223-151 Purpose of the Procurement This Request for Proposal is issued by UHN for the purpose of soliciting Proposals from interested Proponents for the provision of Leadership Development Program to UHN and (at their option) other Purchasers. Note: February 27th to March 3rd, 2023 please contact Leonard D'Souza at Leonard.DSouza@uhn.ca Estimated Contract Award Date The Work is to be performed from the contract award date (anticipated to be June 2023) for a period of The term of the Agreement is intended to be for a period of one (1) year, with an option in favour of the Purchaser to extend the term of the Agreement on the same terms and conditions for an additional period of up to three (3) x 1year. . Options The description of any options as follows: na Recurring Contracts For recurring contracts, an estimate, if possible, of the timing of
subsequent notices of intended procurement. Recurring Contract is defined as a procurement resulting in the award of more than one contract, or in award of contracts in separate parts. na Deliverables The deliverables are listed as follows: Scope of Deliverables UHN is seeking proposals for the design, development and delivery of a dynamic Leadership Development Program for senior leadership across the organization. Leadership roles at UHN include individuals across our clinical, medical, research, learning, support services and corporate areas. It is expected that the Program will include modules/courses/components aligned to UHN’s Leadership Framework (behavioural leadership competencies), and the behaviours specific to a leader’s level, as well as core leadership skills/principles. The leader levels included in the scope of the requested services are Mid-Level Managers, Directors and Vice Presidents. Programs for Individual Contributors and First-Line Leaders are managed and delivered internally by team members at UHN. The proponent will be expected to align to the content of existing programs at UHN, and to align to programs for individual contributors and first-line leaders. Requested services include: • Design and development of a leadership program customized to align to: i. UHN’s Leadership Competency Framework, with consideration of UHN’s organizational culture and strategy, the breadth of types of leaders at UHN (e.g., clinical, medical, research, education, corporate, support service), and UHN’s role in the broader healthcare system; ii. Core leadership behaviours and skills/principles by level (Mid-Level Manager, Director, Vice President) • Course/program delivery/facilitation; and • Course/program revisions/adjustments as requested by UHN and in response to participant evaluations. The Program should support Mid-Level Managers, Directors and Vice Presidents to achieve proficiency in the competencies outlined in UHN’s Leadership Competency Framework, and provide the necessary support and tools to leaders so they can effectively lead at their level. The Program should include modules that align to the behavioural competencies, and include the following components: • Pre-Module work: assessments (if/where applicable), asynchronous learning/reading • Synchronous sessions (live or virtual): includes, but is not limited to, presentations, case study discussions, simulations, group, pair and individual exercises • Intersession and post-module on-the-job experiential learning activities: including intersession assignments, action plans and tools to support participants’ application of classroom learning. The ideal program design is modular to accommodate the operational needs of leaders at UHN, and could be delivered in different orders to accommodate various learning cohorts. It is likely that the course would be delivered over numerous multi-hour meetings vs. dedicated days. UHN’s new Leadership Competency Framework will be finalized before work with the Vendor commences. The behavioural competencies under discussion are listed below and should be considered by the vendors in their submission: • Develops Talent (developing others to reach their full potential) • Drives Engagement and Purpose (motivating others to work toward common goals) • Demonstrates Courage (engaging in open and honest dialogue and healthy debate, stepping up to address difficult issues) • Influences (gaining the support, collaboration and commitment of others and maneuvering comfortably through complex dynamics ) • Continuously Learns (applying learning to new or unfamiliar situations, ability to learn, adapt, unlearn and relearn to keep up with constantly changing conditions) • Makes and Implements Sound Decisions (making high quality and timely decisions) The ideal vendor will have a depth of experience in creating leadership programs specific to organizations and specific experience in healthcare leadership programming. UHN is keen to collaborate with an organization that will invest in a deeper understanding of UHN’s unique leadership development needs, and create tailored programming. For the initial contract period, ending June 30, 2024, it is expected that the Proponent will deliver the Program to 140-160 participants. UHN reserves the option to extend the contract for up to 3 additional years. The extensions will be enacted via formal contract amendments. Implementation Plan The design and development phase of the scope of work is expected to take 3-4 months, and will include close collaboration with UHN’s People and Culture team to ensure the programs meet the needs of each level of leader and align to UHN’s Competency Framework. The successful proponent will be expected to learn about, and align to existing leadership courses/modules/programs to ensure alignment of UHN’s overall leadership programming. The delivery phase of the work will then commence over the remaining 8-9 months of the initial contract period, ending June 30, 2024, by which time it is expected that the Proponent will deliver the Program to 140-160 participants. UHN reserves the option to extend the contract for up to 3 additional years. The extensions will be enacted via formal contract amendments. Training and Education It is expected that the vendor will deliver the training during the scope of the contract. For the option to extend the contract, UHN is requesting the price per participant for the proponent to continue to facilitate the course.
