THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. A SYNOPSIS OF PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE WHICH WILL PROVIDE INSTRUCTIONS FOR BIDDERS TO RESPOND TO THIS OPPORTUNITY.The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15B21718B00000001 for the award of a firm-fixed-price construction contract for a project entitled Upgrade Elevator Controls at the Federal Detention Center located at 700 Arch Street Philadelphia, PA 19106.The anticipated performance period for the project will be 809 calendar days from issuance of the notice to proceed. The work to be performed in association with this project includes the following scope:Comprehensive Elevator Modernization ProgramThe contractor shall implement a complete and comprehensive modernization program customized to the specific demands of the building. This will include the
replacement of existing obsolete controllers with microprocessor control and drive systems. This program is intended to drastically improve the elevator reliability as well as reduce power consumption.As part of this proposed modernization project, the contractor shall provide for the replacement of the major elevator existing equipment with new code compliant stat of the art elevator components. When implementing a modernization program with existing elevators, there are several items and systems that need to be incorporated to meet the current code in effect. This proposal modernization program will entail more than just the elevator work itself. The work of other disciplines such as electrical, mechanical, and fire alarm will be needed and best performed as a design build project.The comprehensive elevator modernization as well as specific upgrades to the current elevators will improve the overall system reliability; replace aged components; remove existing power unit assemblies and replace with new submersible type units in the hydraulic elevators; remove existing geared machines and replace with new AC gearless hoist machines; upgrade the elevator car and hall pushbuttons and signal fixtures to comply with current code requirements including the Americans with Disabilities Act (ADA); remove and replace obsolete landing control equipment; replace lobby panel located in the control center for P1-P4 elevators; when required, upgrade existing building conditions to comply with current elevator safety code and building code requirements; for passenger elevators, replace all car door operating equipment including the car door, door operator, clutch, tracks, hangers, rollers and gate switch with a new closed loop programmable door operator and associated equipment; replace the existing hoistway door equipment with new including hoistway tracks, hangers, rollers, interlocking devices and door closer; for the freight elevator, replace the existing power gates, car and hoistway power freight door equipment, retaining the existing hoistway door panels. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $1,000,000 and $5,000,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range). The North American Industrial Classification System (NAICS) code applicable to this requirement is 238290 with a corresponding small business size standard of $15.0 million.Interested bidders must be registered in the SAM at www.sam.gov.The FBOP is seeking small business contractors for this project.
