Combined Synopsis/SolicitationThe National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the loading and transportation of equipment and parts for NOAA vessels from the Western Regional Center in Seattle, Washington to the Marine Operations Center – Pacific in Newport, Oregon.(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) Solicitation number NM-AN2150-21-01020 is issued as a firm fixed-price, commercial request for quotation (RFQ).(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.(iv) The NAICS code for this acquisition is 484121, General
Freight Trucking, long-distance, Truckload. This is an open-market solicitation set aside exclusively for small businesses (<$30m in annual revenues).(v) Line items are as follows:CLIN 1: Loading, securing and transport of equipment and marine vessel components located at the Western Regional Center in Seattle, Washington to the Marine Operations Center in Newport, Oregon. Schedule of items is listed in the Statement of Work.(vi) Description of requirements for the services to be acquired:  The NOAA Marine Operations Center in Newport, Oregon has marine vessel components and equipment stored at the Western Regional Center in Seattle, Washington. MOC-P needs these items loaded and transported to Newport, Oregon. The heaviest items include (all weights are approximate):Bow Thruster Motor (weight: 14,000 pounds)41’ Propeller Shaft (weight: 23,000 pounds)25’ long 4” x 8” timbers (weight: 6,250 pounds total)Two (2) 7’ diameter ship propellers (weight: 7,600 pounds each)Kato A/C Generator (weight: 7,000 pounds)Twenty (20) Propeller blades (weight: 2,650 pounds each)Standard COVID19 response procedures will be followed by all delivery personnel, which will be provided by the Point-Of-Contact for this procurement.Vendors will need to be capable of rigging, loading, and securing all materials for transport.
