The Department of Health and Human Services, OCIO/OPS August 19,2021 SPECIAL NOTICE-NOTICE OF INTENT TO SOLE SOURCE (BRAND NAME) Vitalyst Software and Training Services.  This acquisition is to support the Department of Health and Human Services with its overall Information Technology (IT) transformation initiatives and is seeking advisory, change execution and lifestyle adoption solutions to support its users through the transition process.  Vitalyst has been identified as a unique provider of all unique adoption services required by HHS for its SaaS transmission.  Vitalyst is  the only in accredited Microsoft-Tier 1 providing all three (3) phases Of adoption service delivery required by HHS during the transition, and as a lifecycle managed service following completion as follows: change enablement, adoption advisory and release management services; full suite end user training services (live instructor led, digital, self-paced); and specialized 24x7x365 end user software coaching

via integrated live chat with Microsoft 365.    HHS intends to issue a brand name solicitation to Vitalyst.  This procurement is for a Sole Source (Brand Name) Justification in accordance with FAR 13.501(a), where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. The NAICS code for this procurement is 511210. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation which may be considered by the agency, only if received by the closing date and time of this notice.  Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
