AMEND 001SOLICITATION NOTICE POSTED 6/15/2020Solicitation 47PL0120R0045 for:  Construction of Court Security Officers’ Security Station Upgrades in the New Anchorage, Alaska Federal BuildingPROJECT DESCRIPTION.The General Services Administration, Public Building Service, Northwest Arctic Region is seeking qualified and interested contractors to participate in a future acquisition for construction services at the James M. Fitzgerald  Federal Building and US Courthouse in Anchorage, Alaska; for construction of Court Security Officer
(CSO) security stations on the 1st and 2nd floors.  The purpose of this construction is to upgrade the existing CSO security stations to provide for more efficient screening and additional security for CSOs. The new security stations shall have a controlled physical barrier between the secure and non-secure sides of the facility at each floor, to include a level III ballistic protected booth.  New x-ray screen machines (provided by the Government) and existing walk through metal detectors shall be installed by the Government. Construction work includes: demolition and dispose of existing CSO station, demolition of partial height stud/GWB partition wall; saw cut existing floor tile as required for installation of post and column base, modify existing floor for floor anchors, prepare substrate for installation of raised floor in CSO Booth. Provide and install new CSO booth with lockable door and card reader.  The booth shall be enclosed in Level III Ballistic material, solid paneling and glazing. Provide and install a plastic laminate panel over ballistic level III millwork.  Retrofit transparent ballistic protection on inside of existing building windows.  The CSO Booth will house two CCTV monitors, telephone, intercom, duress switch.  Provide and install a wall mounted handrail inside CSO booth.  Provide and install user controlled weapons and electronics locker, manual security grille track, glass partitions, automated personnel gate, turnstile, VAV box, emergency panelboard.  Note, this description of construction work is not all inclusive of the construction requirements. The General Services Administration (GSA) is setting aside this solicitation and subsequent contract under FAR 52.219-6, Notice of Total Small Business Set-AsideThe magnitude of construction is between $500,000.00 and $1,000,000.00.US Department of Labor, Construction Wage Determination AK20200001 dated 5/14/2020 is applicable and is attached.Liquidated Damages are not applicable to the contract resulting from this solicitation.A Bid Guarantee is required.The Solicitation includes Sensitive But Unclassified (SBU) documents.  See attachment titled “SBU & Fitness Determination Policy and Procedure”, pages 1-7 for information regarding SBU documents and instructions to obtain SBU documents.Site Visits will be scheduled by the Contracting Officer for June 24, 2020.  See Solicitation document pages 5-6 for site visit attendance information and attendance requirements regarding the site visit.Questions concerning this solicitation are to be sent via email to the Contracting Officer (amy.heusser@gsa.gov).  The cut-off date for questions is July 7, 2020 at 1:00 PM.Offers are due July 22, 2020 at 1:00 PM Alaska Time.  See SF1442 and solicitation for proposal requirements.END OF SOLICITATION NOTICE
