The Department of Disabilities, Aging, and Independent Living (DAIL) is a department within the Vermont Agency of Human Services. Within DAIL, the Adult Services Division (ASD) is responsible for a full array of long-term services and supports for older Vermonters and adults with physical disabilities. The primary focus of ASD is the management of Medicaid funded long-term services and supports, the largest being Choices for Care, as well as services provided through the Brain Injury Program, Attendant Services Program, High-Tech Nursing Program, the Older Americans Act and Vermont’s State Plan on Aging. Act 167 (S.285) Section 8 requires that as part of developing the Vermont Action Plan for Aging Well required by the Older Vermonters Act (Act 156 of 2020) DAIL convene a working group to consider extending access to long-term home- and community-based services and supports to a broader cohort of Vermonters who would benefit from them, and their family caregivers and prepare a report of recommendations for the legislature by January 15, 2024. B. PURPOSE OF REQUEST The purpose of this request is to solicit Vendors to convene and coordinate the working group required by Act 167, address the charges within Section 8 of Act 167, and prepare the draft report of recommendations for DAIL.
