This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations.The Defense Threat Reduction Agency (DTRA), is seeking to identify companies capable of supporting DTRA’s Research and Development Directorate (RD), Enabling Capabilities Department (EC).  This effort is for the Weapons of Mass Destruction (WMD) / Counter Weapons of Mass Destruction (CWMD) program.  The scope of this effort will include:  Providing full scale decontamination of personnel and test property utilized in program test events.  Tests and experiments may include chemical, biological, radiological and nuclear hazards.  The decontamination requirements must comply with Occupational Safety and Health Administration (OSHA), Center for Disease Control (CDC), National Institute for Occupational Safety and Health (NIOSH), Environmental Protection Agency (EPA), and DoD regulations and health policies.  This requires personnel to establish, manage, and run a full scale
decontamination hot line.  Coordination for area decontamination will be a factor for management planning and at times may be required to be completed, depending on the site testing location and environmental laws.  Providing a comprehensive on-site medical monitoring program in accordance with (IAW) DTRA Environmental, Safety, and Occupational Health (ESOH) policies and procedures to monitor the health of test team personnel.  Operations during testing will require test team members to be in varying levels of personal protective equipment (PPE) throughout the testing.  Remote test locations and test timelines generate significant climate hazards that require medical personnel onsite to provide services for fitness of duty and medical evacuation, first aid, cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) services, and recovery operations to stabilize, transport, decontaminate and coordinate higher level of care for military, government civilian, and contractor test team members.This is not a request for competitive proposals; however, interested parties should respond in writing with a statement of capabilities package.  It is requested that interested businesses having the capabilities necessary to meet or exceed all aspects of the effort described in the attached DRAFT Statement of Work (SOW), submit to the contract specialist a statement of capabilities package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating the ability to perform the requirements.  A one page cover letter must be provided with each submission with the following information: Company Name and Address, Company Business Size and Business Size Status, Point of Contact Name, Phone Number, and Email Address. All responses must be submitted no later than the published response date/time.All questions pertaining to this announcement must be submitted in writing to Ms. Anne Horstman, Contract Specialist, at anne.m.horstman.civ@mail.milThis notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response.
