The City of Santa Clara (City) updates the rates it charges its residents and businesses for water, sewer, and recycled water services on an annual basis. Each of these three utilities is self-sustaining and rates are adopted to pay for revenue requirements associated with operations and maintenance costs, capital improvement program projects, and the funding of reserves associated with the respective utility systems.
The City is seeking proposals from qualified firms to perform a comprehensive rate study for the City’s water, sewer, and recycled water rate structures. The study will help to inform proposed rates annually, but should forecast rates for three years. The City reserves the right to utilize the three-year

forecast to update its annual utility rates which may result in the City requiring the selected firm to perform subsequent rate studies only once every three years. Included in the study should be a 10-year financial plan that ensures necessary reserves are funded.
