Sandia is not currently seeking proposals and will not accept unsolicited proposals. Information supplied in response to a Request for Information (RFI) will not be disclosed by Sandia. Information provided may be used for planning purposes and to help Sandia understand supplier capabilities.This RFI does not commit Sandia to contract for any supply or service whatsoever. Suppliers not responding to this RFI may not be precluded from participation in a resulting RFQ. If you create a response, you must address each.#TitleMandatory Requirement10Statement of WorkNTESS requires a commercial software application which is capable of developing integrations between Commercial Off The Shelf (COTS) and custom applications to establish a 'digital thread' across the product development lifecycle. The Offeror shall provide a tool that can be made to support integration activities at NTESS and across the Nuclear Security Enterprise. To support the development of its model-based and digital engineering environments, NTESS requires a software solution to create a dynamic 'data fabric' across disparate electronic sources of technical information in accordance with an ontology. These semantically driven "data integrators" should facilitate, either automatically or semi-automatically, the integration of data by mapping specific application to data, allowing creation of relationships between data elements based on the ontology, and support analysis of the resulting integrated data. 20Minimum RequirementsThe ideal commercial software application would meet all of the following minimum requirements but as this a new technology area, it is not expected that any Offeror will meet all requirements. The ideal Offeror's software application shall meet the majority (at least 50%) of the following requirements. Interested Offerors shall respond to each of the following requirements by stating either YES the Offeror's software application meets this requirement or NO the Offeror's software application does not meet the requirement:Support the W3C[3] standards for Semantic Web [4] including Web Ontology Language (OWL), Resource Description Framework/eXtensible Markup Language (RDF/XML), Resource Description Framework Schema (RDFS), and Protocol and RDF Query Language (SPARQL).Import/export ontology in standard format (OWL, JavaScript Notation, RDF).Manage mappings from tool-specific data formats to ontology and translate back and forth between application format and ontology format.Support bi-directional integrations from a variety of Authoritative Sources of Truth (ASOTs), either COTS or custom applications.Contain a multi-language (Java, Python) Software Development Kit (SDK) to allow for the creation of adaptors to custom applications.Support Hypertext Transfer Protocol Secure (HTTPS)/Representational State Transfer (RESTful) services.Integrate with standard Open Authorization Vision 2.0 (OAUTH2) compliant authentication solutions.Support single sign on authentication.Be cloud agnostic (Docker/Kubernetes), and have scalable deployment architecture that can be deployed to private cloud (on-premise or government cloud) environment (Red Hat OpenShift preferred).Be able to run without external dependencies and is self-contained.Support publication and searching across large amounts of data with high performance (100,000 records in seconds).Have the proven capability to integrate with existing COTS applications (e.g. System Modeling tools, Requirements Management tools, Mechanical Engineering, Product Lifecycle Management, etc.).Provide (publish/subscribe) asynchronous events (e.g. Java Message Services (JMS) and/or Advanced Message Queuing Protocol (AMQP) messages) such as but not limited to 'a data change event'.Support connections through various standard interface or database connections (e.g. Structured Query Language (SQL), non-SQL/Document-database NoSql, REST, Simple Object Access Protocol (SOAP), JMS).Infer duplicate entities across instance data and merge into single/canonical representations as needed while maintaining authoritative sources of truth.Provide a means to traverse/query data across sources to understand and analyze the entire dataset.Satisfy 508 accessibility requirements.Be Internet Protocol version 6 (IPv6) compatible.Support integration of customer-supplied authorization checks.Have data and access security which is current, comprehensive, and use best industry practices (e.g. Open Web Application Security Project (OWASP), Role-Based Access Control (RBAC), Attribute-Based Access Control (ABAC)).Provide data provenance and an audit log.
