Intent to Sole Source: U. S. Army Corps of Engineers Mobile District intends to solicit and negotiate with only sources that can provide Azure Cloud brand name services. This announcement is consistent with the terms identified in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1(a) Only one responsible source and no other supplies or services will satisfy agency requirements. U. S. Army Corps of Engineers Mobile intends to award a firm fixed price contract for Azure Cloud services, which are available from the Microsoft Corporation. U. S. Army Corps of Engineers Mobile District has determined migrating off the current Azure platform will cause significant

time and costs related to finding equivalent services and ensuring compatibility, network connectivity, application compatibility, data migration, and technical expertise. An entire base architecture (enclave) would have to be re-built before any applications and databases are moved over along with new documentation and cyber compliance monitoring and accreditation, this would take approximately two (2) years. Once accredited, the applications would be migrated and all the paperwork/cyber/accreditations would need to be reworked, at one (1) year for each application. Re-platforming would not be an effective use of budget and could possibly disrupt continuity of operations. This notice of intent is not a request for bids. Written notification and supporting information regarding the availability of other cloud services must be submitted via email to kevin.h.williams@usace.army.mil by 18 April 2024, 5:00 p.m. CST. If no affirmative documentation is received, the Mobile District will proceed with soliciting for the brand name Azure Cloud services available from Microsoft Corporation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement based on brand name or equal criteria. Description: U. S. Market Research and Sources Sought Notice for information on capability and availability of potential contractors interested in proposing on a Firm Fixed Price task order, with option CLINS, to provide Azure Cloud services, which are available from the Microsoft Corporation through a current CHESS-IT ACCENT contract. The scope of the work will consist of the Contractor furnishing Azure Cloud services for the following products: Azure GOV L4 J5U-00001 (AzureMntryCmmtmnt ShrdSvr ALNG SubsVL MVL Cmmt) Azuze GOV L4 covers Controlled Unclassified Information—data requiring protection from unauthorized disclosure under Executive Order 13556 (November 2010) and other mission-critical data. It may include data designated as For Official Use Only, Law Enforcement Sensitive, or Sensitive Security Information. This authorization enables US Federal Government customers to deploy these types of highly sensitive data on in-scope Microsoft government cloud services. Initial quantity for J5U-00001 will be 8,400 units.
