This is NOT a solicitation for proposals, proposal abstracts, or quotations, though additional quotations beyond those directly solicited may be submitted by the quotation deadline. Notice of Intent for Brand Name specific, tactical radios (determined commercial), software and ancillary items to be procured utilizing simplified acquisition procedures to be awarded under firm-fixed price terms and conditions –The Defense Threat Reduction Agency (DTRA) contracting activity proposes to procure without using full and open competition, brand-specific 30 each L3Harris AN/PRC-163 tactical radios and 18 each AN/PRC-167 tactical radios and ancillary hardware/software items peculiar to L3Harris Technologies. The North American Industry Classification System (NAICS) Code for this requirement is 334220. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have until 28 September 2022, 1200 EDT from the date of publication of the synopsis to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities, or competitive quotations expressing interest in this requirement. Such qualifications and/or capabilities will be used solely for the purpose of augmenting market research, for a requirement that while recurring, is not frequently re-procured historically. Responses received after 28 September 2022, 1200 EDT , or without the required information, will be considered non-responsive to this synopsis notice and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. In the absence of qualified sources, a contract will be awarded under Sole Source Justification procedures, pursuant to 10 United States Code (U.S.C.) and FAR 13.501. All inquiries must be submitted in writing to the address stated herein and to the attention of Ernest Caldwell Jr, Contract Specialist.
