OC Waste & Recycling (OCWR) is issuing this RFP for Landfill
Gas Services for South Region.
** Please register your company via the Periscope Holdings website
prior to viewing or downloading this solicitation. **

All questions pertaining to this RFP must be submitted through
Periscope Holdings. Any County response relevant to this RFP other than
through or approved by OC Waste & Recycling Procurement Services is
unauthorized and will be considered invalid.

Each Respondent must upload a PDF copy of their proposal per the
instructions in the attached RFP and as instructed per line

item.
Proposals shall be formatted on standard letter size, 8.5” x
11”. All pages must be numbered and identified sequentially.


Proposers shall include:
Cover Page, signed, and all applicable addenda, if any (PDF format).
These signed pages can be included in Part 1. Note: Special signature
requirements for Corporations.
Part 1 – Compliance Certifications (PDF format)
Part 2 – Company Profile (PDF format)
Part 3 – Respondent Proposal (PDF format)
OCLSB/DVBE – ONLY IF APPLICABLE fill out and complete the
OCLSB/DVBE (County of Orange Local Small Business Preference
Certification Requirement and/or Disabled Veteran Business Enterprise)
document(s) attached to this solicitation and follow directions as
instructed on the form(s). You must submit proof of Proposer’s
qualification of one or both OCLSB/DVBE with Part 2, Company Profile.

It is imperative that all Respondents responding to this RFP comply,
exactly and completely, with the instructions set forth in the RFP. All
responses to this RFP shall be typewritten or word- processed (except
where otherwise provided or noted), concise, straightforward, and must
fully address each requirement and question. Although not as a
substitute for a complete written response, additional material, such as
technical documents, may be referenced in any response, if the material
is included in the same section as additional information.

Note: Allow sufficient time to upload all required files.
County’s online bid system will not allow any uploads after the
due date and time specified herein, e.g., if Part 1 and 2 uploaded
successfully at 3:58:38 P.M. and Part 3 is in progress of being uploaded
at 2:00:01 P.M., Part 3 will not upload successfully.
