Dortmund Software

Synopsys of proposed contract action for DDBST to procure Dortmund Data Bank Software Packages.  The required software must be able to provide advanced prediction of thermodyanmic properties including equations of state, vapor-liquid equilibrium, viscosity, diffusivity, and surface tension for pure substances and mixtures at conditions ranging from cryogenic storage conditions to those found in high-pressure propulsion devices. The software must also allow new data to be regressed to improve the predictive capabilities. Finally, the software must allow the user to modify aspects of the model including mixing rules.The Air Force Test Center (AFTC), Directorate of Contracting, Installation Contracting Division (PZRA), on behalf of The Air Force Research Laboratories (AFRL/RQR) at Edwards Air Force Base (EAFB) in California, intends to issue an award to DDBST on a sole source basis in accordance with FAR 13.106-1(b)(1). The anticipated contract will be a Firm Fixed Price (FFP).The

statutory authority which permits a solicitation from one source is FAR 13.106-1(b)(1)(i). This authority is supported by an approved Sole Source Justification Letter. It is the Government’s intent to proceed with as a single source action. The applicable NAICS code is 541519. The size standard as defined by the U.S. Small Business Administration is $27.5M.This notice neither constitutes an RFQ/RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
