An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation.  The details are as follow:Applicant:

Review of a plan renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from Oil Search Alaska LLC’s North Slope exploration and development activities. OSA is conducting a regional, multi-year oil and gas exploration and development program. This program includes drilling, well testing, development, and transfer operations as well as storage of petroleum products. The plan proposes to address response planning standards of 127,000 barrels for a development
well blowout, 82,500 barrels for an exploration well blowout, and 12,600 gallons for a storage tank release.Location:                    
North Slope, Alaska onshore and offshore exploration leases east and south of the Greater Moose’s Tooth and the Colville River Units, between the Colville River Unit and the Kuparuk Unit, and in state waters adjacent to Pikka Unit, south of Nikaitchuq North Unit, and north of Oooguruk Unit. In addition, there are onshore exploration leases south of the Badami Unit and to the southeast of the Prudhoe Bay Unit.Potential Results:        
A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.Activity identified as:

It is preferable for commenters to submit directly through the public comment site.The public comment period for this application begins on April 16, 2021 and ends at 11:59 p.m. on May 17, 2021. Requests for additional information and comments must be received by 11:59 pm on May 17, 2021. It is the responsibility of the commenter to verify that facsimile and email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).
