RFP #EOARC-069 - On-Call Services for Enhanced Infrastructure Financing District (EIFD) Fiscal Analysis and Support

The County of Riverside Purchasing Department on behalf of the Executive Office is offering an opportunity for professional firms to submit proposals to the County for On-Call Enhanced Infrastructure Financing Districts (EIFD) Fiscal Analysis and Support. Qualified bidders must read this document and respond with their qualifications in Attachment A, which is a separate document. In 2014, the California State Senate approved the creation of Enhanced Infrastructure Financing Districts (EIFDs) (Senate Bill (SB) 628), which are tax increment financing districts to help fund economic development projects including but not limited to, road and transit projects, sewage treatment plants, water treatment facilities, flood control, childcare facilities, libraries, parks and recreations space, housing, etc. The County seeks to utilize this funding mechanism to provide economic and development opportunities to various communities and regions within Riverside County. Periodically, the County also receives proposals for partnership in potential EIFDs from other agencies and must conduct requisite analyses to assess long term benefit and costs of such proposals. This RFP’s general services include assisting the County with creation and submission of EIFD financing plans for certification, with additional work including, but not limited to: a. Preparation of Preliminary Fiscal Analyses; b. Preparation of Infrastructure Financing Plans; c. Formation Schedule Preparation; d. Improvement Identification; e. Parcel Identification; f. Map Preparation; g. Property Tax Growth and Forecasting Projections; h. Bonding Capacity Analysis; i. Interaction with the Public, County and State Departments; j. GIS & Geospatial; k. EIFD Administrative Support; and l. Other services as
