NOTICE OF PROPOSED CHANGES ON COMMERCIAL AND NON-COMMERCIAL DRIVER EXAMS, DRIVER LICENSE EXTENSION AND DEFINITIONS IN THE REGULATIONS OF DEPARTMENT OF ADMINISTRATION BRIEF DESCRIPTION The Department of Administration proposes to change regulations on commercial and non-commercial driving examinations, commercial driver’s license expiration extensions, and definitions. The Department of Administration proposes to adopt regulation changes in Title 2, Chapters 90 and 91 AAC 90 & 91 of the Alaska Administrative Code, dealing with commercial and non- commercial driver exams, driver license extension and definitions, including the following: 2 AAC 90.020 is proposed to be changed to allow a certified driving school to furnish the type of vehicle used by an applicant in a driving examination. 2 AAC 90.420 is proposed to be changed to reduce the amount of time an applicant is required to wait before taking a second road test from at least one week to at least two business days. 2 AAC 90.435

is proposed to be changed to remove the department’s discretionary expiration extensions for commercial driver’s licenses. 2 AAC 90.990 is proposed to be changed to define the terms “driving record” and “vehicle age”. 2 AAC 91.020 is proposed to be changed to reduce the commercial motor vehicle operation experience an applicant for an instructor or third-party examiner license for commercial motor vehicles is required to have from five years to three years. 2 AAC 91.175 is proposed to be changed to clarify that the separation of training and testing functions at driver training schools for applicants for commercial driver’s licenses concerns whether the instructor skills trained the applicant.You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Jayson Whiteside at 4001 Ingra St., Suite 101, Anchorage, AK 99503. The comments must be received not later than 4:30 p.m. on April 29, 2024. The questions must be received at least 10 days before the end of the public comment period.
