The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15BDUB20Q00000003 for the provision of Optometrist Services.  The contractor will provide the Optometrist Services in the Health Services Department at Federal Correctional Institution (FCI) Dublin, located at 5701 8th Street Camp-Park, Dublin, CA 94568, which includes the Satellite Prison Camp (SPC).  The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor who submits the lowest quote to the Government.  The Contractor shall adhere to all standards and regulations associated with the Accreditation Association for Ambulatory Health Care (AAAHC), American Correctional Association (ACA) Core Standards for Adult Correctional Institutions, all Bureau Policy, Clinical Practice Guidelines and Local Policy and Procedures.  Contract pricing shall be based on per session rate and a session is one (1)
hour in duration.  There will be an estimated 60 sessions per month, or 728 sessions per year.  The number of patients examined per session is subject to vary depending on the needs of the institution.  The clinic visits shall be conducted between the hours of 6:00 am to 2:00 pm (PST), Monday through Friday, excluding Federal holidays.  The Contractor will be entitled to a 30 minute non-paid lunch per day.  The Contractor will provide a temporary replacement Optometrist during his/her annual vacation schedule.  A mutually agreed upon schedule will be determined following award of the contract.  All sessions, which will include full and partial days, will be mutually agreed upon by both parties.  Under no circumstances will the Contractor work for more than 30 hours in any one week. The schedule is subject to some variation as the needs of institution vary.  A schedule that is mutually acceptable to the Government and the Contractor can be determined after the award of the contract.  Due to the nature of the correctional setting, delays in performance of work may be expected.  Such delays may include, but are not limited to inclement weather, fog, electrical or mechanical problems, or other security matters.  In the event of a delay on the day that the Optometrist reports to provide services, he/she will be paid a maximum of two hours (sessions) for that day.  The Contractor will provide a temporary replacement Optometrist during his/her annual vacation schedule.  More details are within the solicitation.  The solicitation will be available on or about January 27, 2020 and will be distributed solely through the SAMs website at https://beta.sam.gov/.  All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. The anticipated date for receipt of quotes is on or about February 24, 2020. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Insert the clause FAR 52.204-13, System for Award Management Maintenance, in solicitations that contain the provision at 52.204-7, and resulting contracts. This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at https://beta.sam.gov/.  Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The acquisition is unrestricted. The North American Industrial Classification (NAICS) code is 621320 with a small business size standard of $8 million.
