Materials and Engineering Services to Support Machinery Control Systems (MCS) for DDG-51 Class Ships

This synopsis is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD intends to negotiate and award a sole source contract to Lockheed Martin Corporation Rotary and Mission Systems (LM RMS) Division, 2323 Eastern Boulevard, Baltimore MD 21220 for DDG-51 class, LCS, and LHD vessel Machinery Control Systems (MCS) engineering, software, logistics, training, and fleet services. This contract is in support of NSWCPD's mission as MCS Life Cycle Manager (LCM).Pursuant to 10 U.S.C 2304(c)(1), LM RMS is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
