SummaryThe City of South San Francisco (City) is requesting proposals (RFP) from qualified Civil Engineering Firms (Consultant) to provide professional engineering services for the Storm Drain Master Plan Update Study. At the conclusion of the study, a prioritized short- and long-term Capital Improvement Program (CIP) plan with detailed descriptions and cost estimates shall be prepared based on the findings. An analysis of the current funding mechanisms will also be part of this Master Plan, as well as a review of the state of the practice in California for funding maintenance and capital improvements of Storm Drain Infrastructure.The goal is to develop a comprehensive Storm Drain Master Plan (SDMP) that assesses and inventories the existing storm drain systems and identifies strategies for planning, budgeting, and improving the storm drain systems
based on current conditions, future growth, and emergency situations. Consultant may submit proposals for the SDMP Study and is free to include any tasks they believe are important and should be part of the study. The City may select the top firm to develop the SDMP Study.All proposals for engineering services shall be submitted to the Engineering Division no later than 2:00 P.M. on Monday, January 30, 2023. 2. BackgroundThe City storm infrastructure manages a drainage area of approximately 18 square miles.The primary storm drainage conveyance through the City is Colma Creek, a 16.6 square mile watershed extending from Daly City to the mouth at San Francisco Bay. Colma Creek is owned and managed by OneShoreline (formerly the San Mateo County Flood Control District).The East of 101 area discharges directly to the San Francisco Bay through storm outfalls.The City’s storm infrastructure receives runoff from Daly City and San Bruno at multiple locations.The previous Storm Drain Master Plan was created in 2016 by Michael Baker. 6 years later, the City is prepared to perform a detailed survey and create a comprehensive inventory of the storm drain system. The current system inventory includes as-built drawings, GIS data, block maps, and prior SDMP; however, due to the age and missing portion of as-builts the City wants to survey and reevaluate the entire system. 3.
