The proposal response shall include a cover letter, which confirms that the proposer understands and agrees to the provisions as listed in this Statement of Objective section of the RFP. The proposal response should present its technical approach envisioned for this program that will enable the Evaluation Committee to evaluate its adequacy, completeness and, when applicable, its relationship to the overall program and goals of the County.
