ADVERTISEMENT FOR BIDSCRAWFORD COUNTY PLANNING COMMISSIONMEADVILLE, PA 16335EAST BRANCH TRAIL DEVELOPMENT Bids are requested for the following Contract: East Branch Trail DevelopmentCrawford County and the Clear Lake Authority will receive sealed bids online for the construction of sections of the East Branch Trail (DCED RSBA-C000084460 and PW-20088-IM-2020) in Crawford County. Bids can be submitted and will be received online using the PennBid online platform until Thursday, July 13, 2023 at 10:00 AM (EST) at which time they will be opened electronically and publicly posted on PennBid’s website.The Project includes the following Work:The Work is generally described as follows: rails-to-trails conversion of old railroad bed to shared use trail; the Project generally consists of construction of approximately 10,600 LF of new 10’ wide crushed stone trail, clearing and grubbing of 30’ wide trail construction/ pedestrian unloading area, 5,400 LF of drainage channel construction, 8 runs of
20’ culvert underdrain installation, 1,150 square yards of crushed stone parking area, 68 square yards of concrete paving, general site grading, 5 trail access gates, and bicycle traffic control barriers and signs. The successful bidder, who is awarded the contract, will be required to pay PennBid Program fee of 1/3% of the contract award value. Bidders must confirm the fees associated with bidding through PennBid and the successful bidder is responsible for the fees associated with awarded bid. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website.Pre-bid ConferenceA pre-bid conference for the Project will be held virtually on June 28, 2023 at 10:00 AM (EST). Attendance at the pre-bid conference is encouraged but not required, i.e. non-mandatory.Instructions to Bidders.Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%, made out to Crawford County, as a guarantee that the bidder will furnish proper bonds satisfactory to the County, and enter into a contract to do the said work.All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders.Before the Notice to Proceed is issued there will be a mandatory preconstruction meeting attended by the OWNER, COUNTY, and CONTRACTOR.For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements.All Bidders are herein notified that Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs) will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, sex or national origin inconsideration for award of the Contract. In addition to the Equal Employment Opportunity requirements of Executive order 11246 regarding discrimination, the CONTRACTOR must establish a 3% goal for WBE participation and a 5% goal for MBE participation in aggregate on-site construction work force for contracts in excess of $10,000. The bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. The Crawford County Commissioners reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Crawford County Commissioners, and to reject any or all proposals.
