The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dockside repairs to NOAA ship PISCES. The PISCES is 208.6 feet long overall, and its home port is Pascagoula, MS.Provide all labor, material, and equipment necessary to perform the following (including, but not limited to):BASE ITEMS: Tank Maintenance; Hydrographic Winch 1 and 2 Maintenance and Hydraulic System Groom; Thrust Bearing RTD Installation; HVAC Plant System Groom; Miscellaneous Piping Repairs; Rewind Propulsion Fan Motors; Stuffing Tube Replacement; Excess Cable Removal; Annual System Grooms/Maintenance (RAACI, Teco-Westinghouse, Rockwell); TSG Relocation; Hydraulic Hose Renewals; HVAC Duct Cleaning; HVAC Duct Repairs; Auxiliary Seawater Pump Overhaul and Motor Overhaul; Annual Fire Inspection; Annual Life Raft Inspection; Rescue Boat Davit Annual Inspection; Centerboard
Maintenance; Dock and Sea Trials; Main Switchboards Cleaning; 01 Level Deck Tile Replacement; Oily Water Separator (OWS) Maintenance and Inspection; 01 Level ISO Deck Socket Relocation; and Bridge UPS Upgrade to APC.OPTION ITEMS: ABS Cargo Gear Certification (Cranes); Main Deck Door Repairs; Flexible Joint Inspection; Sound Powered Phones System Modifications; and ROV Acoustic Tracking System - Centerboard Modifications.The solicitation will include a liquidated damages clause.The performance period will be approximately 60 calendar days, with a start date on or about December 11, 2017 and a completion date on or about February 10, 2018. Place of performance shall be the ship's homeport located in Pascagoula, MS. The date, time and place for an inspection of the ship is October 5, 2017, 9:00 a.m. (local time) at the NOAA Pier, 439 York Street, Norfolk, VA 23510. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Stephen Spindler, on or before noon on October 3, 2017 at (228) 549-1619 or (360) 536-7936 or by Email at Stephen.Spindler@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer.The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. A copy of the Statement of Work (SOW) is attached to this notice for reference for those planning to attend the ship check. The RFP will be issued on or about September 30, 2017 with proposals due on or about October 20, 2017. The anticipated award date is November 11, 2017. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering price and non-price factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP.
