The Department of the Navy, SPAWAR Systems Center Pacific, intends to negotiate on a sole source basis with dBmCorp, Inc., located in Oakland, NJ for a Satellite Link Emulator for the WILMA Test Station for Mobile User Objective System (MUOS). This effort will require System Engineering support under NAICS 517410. This service will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of SPAWAR SSC PAC is to enable Naval, Joint, National, and Coalition war fighters with information dominance through research, development,
delivery, and support of integrated capabilities. As such, it is essential SPAWAR provide the necessary equipment and services required for our warfighters to be successful in these efforts. SSC PAC has a WILMA Test Station for Mobile User Objective System (MUOS) that needs a Four (4) channel Satellite Link Emulator. This highly important procurement will simulate the link between MUOS radio terminals and MUOS ground system. In order to fully function, strict and non-negotiable criteria need to be met as follows: Component 001 - The frequencies shall allow for communication from MUOS radio terminals to Radio Base Stations (RBSs), a component within the MUOS ground system. Component 002 - The frequencies shall allow for communication from MUOS radio terminals to communicate to Radio Base Stations (RBSs), a component within the MUOS ground system. Component 003 It shall have the ability to add delay to the signal is imperative to simulate the delay in communication to the MUOS satellite. Component 004 - The lab environment must be able to simulate the entire MUOS UHF spectrum to meet testing requirements. Component 005 Changing attenuation of channels is required to more accurately represent a satellite link between terminal and ground. Component 006 - Both the General Dynamics Lab and the MUSIC Lab are used to test the MUOS waveform on software defined radios for MIL-STD-188-187A utilizing the same standardized equipment and test procedures to ensure the same results will be obtained at either location. There are no alternatives for the imperative reason that the components and frequencies used in this testing are unique to SSC PAC MUOS architecture. Without a doubt, should another product was purchased without this precise and specific capability, the laboratory system will result in a breakdown, thus, non-functional. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
