The Millennium Challenge Corporation (MCC) is issuing this solicitation for the purpose of entering into a Contract. MCC will conduct this acquisition in accordance with FAR Parts 12 and 13.This solicitation does not commit the Government to pay any costs for the preparation and submission of your proposal. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed requirement.DESCRIPTIONSierra Leone Agricultural Market Assessment (AMA)The Millennium Challenge Corporation (MCC) seeks a consultant to assist in project design of the Sierra Leone Compact. While the proposed compact is focused on power, MCC and the Government of Sierra Leone (GoSL) are proposing an activity to enable the productive use of power within agricultural value chains, especially downstream post-harvest in processing, milling, and storage. The goal is to obtain maximum benefits

from the proposed energy investment to catalyze inclusive, job-creating private sector growth to reduce food insecurity in Sierra Leone.The contract type contemplated is a Firm Fixed Price Contract with a separate CLIN for Other Direct Costs. The services specified in each contract line item (CLIN) have been determined to be non-severable services - a specific undertaking or entire job with a defined end product of value to the Government.SOLICITATION TECHNICAL INQUIRIES AND QUESTIONSAll questions/inquiries concerning the solicitation document must be submitted by e‐mail (no faxes or telephone calls please) to the Contract Specialist, no later than July 27, 2022, at 12:00 pm Eastern Time. Alternate proposals and/or solutions will be rejected.
