Navy Clothing and Textile Research Facility Apparel Design and PatterningBackground:  The Navy Clothing and Textile Research Facility (NCTRF) is seeking preliminary information, for market research only, from capable and reliable sources who may be interested in submitting a proposal for information on the management of patterns and facilitate a strategy to transition operations into a standardization of systems and process for blocks patterns. As well as how to assist in providing the framework to transition current systems to working in a block based environment for the future of operations management of standardize fit and design developmentDescription:  NCTRF seeks to identify experienced apparel industry consultants in the area of standardization of systems and processes for blocks & pattern development and archiving. The respondents should be a subject matter expert in establishing apparel patterns, basic pattern block development, and creating pattern block library. A leader in
transitioning teams to working in the environment of creating and establishing block patterns.Respondents: Interested parties shall provide capabilities statements with certifications from the statements below to enable the Government to efficiently evaluate:-Implementation of pattern block library and pattern filing system for multiple fits-Block development and electronic pattern process to drive consistency in fit and function and standard construction-Architect a lasting pattern library and to integrate it into an existing workflow-Have implemented size and body shape study and or worked with a fit solution company to better service the needs of the consumer ensuring sizing, grading, objectives and schedules-Devise, implemented metrics and reporting on the product development life cycle from concept to end consumer-Extensive experience in the apparel industry through visionary leadership executed in a cross-functional environment with a thorough understanding of the technical design process from inception through fit approval and production-Experience with analyzing body shape and types for a broad demographic-Experience with Point of Measure development & Grading systems and "How to Measure" Guidelines-Work with factories, international or domestic, using fit forms, for guidelines, prototype and QA checks.Interested parties shall provide information with regards to their particular company to include Company name, address, point of contact, email address, phone number.Submissions of experience (resume, cover letter and portfolios) to be submitted via email in a standard word document with experiences that reflect the list above are due by COB 30 May 2020.
