00100 NOTICE TO BIDDERS NOTICE TO BIDDERS OF ADVERTISEMENTS FOR SEALED BIDS FOR PROPOSED PUBLIC IMPROVEMENT TO BE KNOWN AS 2024 PAVEMENT MILLING AND CURB REPAIR Contract No. 301998-15 Description of Public Improvement The Public Improvement, upon which bids are requested, generally consists of asphalt milling, pavement patching, curb-and gutter replacement, crack and seat, storm sewer intake and sanitary manhole replacement, and associated work in preparation for HMA overlay by City forces located at eighteen (18) project locations including: Cedar Drive NW from Cherry Hill Road to West Post Road, Crestridge Drive NW from Sharon Lane to 1st Avenue, Eastview Drive NW from Sharon Lane to 1st Avenue, Sussex Drive NE from Devonshire Drive to Kent Drive, 3rd Avenue SW from 1st Avenue to Rockford Road, 5th Avenue SE from 19th Street to 21st Street, 33rd Street SE from Karen Drive to 14th Avenue, Carolina Drive NE from Lynbrook Drive to Redbud Road, 5th Avenue SE from 21st Street to Forest
Drive, A Avenue NE from 24th Street to 27th Street, 6th Street NE from 1st Avenue to A Avenue, Chelsea Drive NE from Willshire Court to Boyson Road, Meadowbrook Drive SE from 30th Street to 32nd Street, 11th Avenue SE from 23rd Street to 25th Street, Stoney Point Road SW from Bryant Boulevard to 16th Avenue, 17th Street NE from I Avenue to F Avenue, Vine Avenue SE from 40th Street to 38th Street, and West Post Road SW from Johnson Avenue to 1st Avenue. The Engineer’s opinion of probable cost is $4,870,000. Type of Bid Bids shall be on a Unit Price basis. Contract Time Information Early Start Date: Upon Receipt of Notice to Proceed Late Start Date: 06/17/2024 Milestones: Milestone 1 (08/02/2024) – Complete work on the 17th Street NE (3012489) and West Post Road SW (3012492) project locations to allow for completion of HMA overlay by Cedar Rapids Public Works Street Operations Section. Milestone 2 (09/13/2024) – Complete work on ten (10) or more project locations to allow for completion of HMA overlay by Cedar Rapids Public Works Street Operations Section. Final Completion: Completion Date - 10/15/2024 Bid Opening, Time, Date and Location Bids shall be submitted to the City's IonWave website (http://citycrbids.ionwave.net) before 11:00 a.m. on May 8, 2024. Bids must be completed and submitted by this time, or the website will not accept your submission. The bids will be accessed online, opened and read aloud at 11:00 a.m. on May 8, 2024 remotely via teleconference. To listen, dial 319-286-5098 and enter the participant number 695-1742. Contract Terms The 2024 editions of the Iowa Statewide Urban Design and Specifications (SUDAS), and City of Cedar Rapids, Iowa, General Supplemental Specifications to SUDAS, are applicable to this project, and are available on the City of Cedar Rapids’ website (www.cedar-rapids.org). Items included in the Project are exempt from State of Iowa and Local Option Sales and Use Taxes. Contractor is responsible for obtaining the exemption. Sales and Use taxes shall not be included in the Bid. The bidder’s security shall be in the amount of five percent (5%) of the bid and shall be in the form of a cashier’s check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond on the form provided in the contract documents executed by a corporation authorized to contract as a surety in the State of Iowa. Bid security, other than said bid bond, shall be made payable to the City of Cedar Rapids. The bid shall contain no condition except as provided in the specifications. Drug Free Workplace The City of Cedar Rapids seeks to enhance worker safety by creating workplaces that are free of drugs and substance abuse. All contractors and subcontractors shall be responsible for pre-employment drug screening of prospective employees. All contractors and subcontractors shall have in place a drug and alcohol testing policy that conforms to the requirements of Iowa Code, and will be required to submit with their bid an acknowledgement attesting to this practice. Applicable Laws and Regulations By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa Code Chapter 73.
