MICC-West Point intends to solicit and negotiate with only one responsible source under the authority of FAR 13-106-1(b)(1)(i).  "Only one responsible source" is based on the company being the sole developer and provider of the product(s) and/or service(s) and is therefore the only source capable of satisfying the Government's requirement.  The Government intends to solicit and negotiate with:  STROHMAN ENTERPRISE, 5612 OLDE HARTLEY WAY, GLEN ALLEN VA 23060-6357THE FOLLOWING PRODUCTS / SERVICES / SPECIFICATIONS ARE REQUIRED:1. P/N: 010-01735-10 (GPS Satellite Communicator / Individual Hand-Held Tracking Device) (w/Maps & Sensors) = 15 each2. Unlimited Service Plan (SEE SPECIFICATIONS BELOW) = 15 each3. One-Time Activation Fee (if applicable) = 15 eachSPECIFICATIONS / REQUREMENTS:Each GPS tracking device must have the specifications / capabilities / services listed below:•2-Way text messaging (send and receive text messages to SMS and email).•Group Messaging (from command center or

from a group coordinator in the field).•Global Interactive 2-Way S.O.S. trigger with 24/7 search and rescue monitoring center.•Send way-points to MapShare® Portal during trip.•Location pinging and GPS tracking (for high speed or stationary people / vehicles).•Pairs with Earthmate® application for smartphones, tablets, data collection, messaging, and map viewing.•Track and share location with friends and family on web-based MapShare® portal.•Plan routes, create waypoints and share map data across multiple devices.•Send and receive messages with other in-Reach® users, exchange locations.•Collect and report data in the field with customizable form messages to enable faster decision making.•Withstands incidental exposure to water of up to 1 meter for up to 30 minutes.•Up to 100 hours at 10-minute tracking mode; up to 75 hours at 10-minute tracking with 1-second logging.NOTE: Each device must contain a function that disables individual location determination capability.This notice of intent is not a request for competitive proposals.  However, any responsible source that believes it is capable of meeting the requirement may submit a proposal or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.  Any proposal or quoted that is submitted MUST ADDRESS AND PRICE ALL 3 LINE ITEMS LISTED ABOVE AND SPECIFY IF YOUR COMPANY IS ABLE TO MEET / EXCEED ALL THE SPECIFICATIONS / REQUIREMENTS LISTED ABOVE.  If you submit a proposal or quote as a GARMIN product, you MUST ATTACH (with your proposal or quote) an OFFICIAL AUTHORIZATION MEMORANDUM from GARMIN that says your company is an authorized seller / distributor of the product AND services listed above.  AUTHORIZATION FROM GARMIN FOR BOTH PRODUCT AND SERVICE IS REQUIRED; NO EXCEPTION!.  It will be checked with GARMIN for authenticity.  A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.Responses AND attachments to this notice are due on or before 04/28/2018 by 04:00 pm Eastern Standard Time (EST).
