Intent to Sole Source:Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of the Office of Inspector General (OIG), Office of Investigations (OI) intends to sole source to: San Luis Aviation, Inc.1243 Monterey St Suite 200San Luis Obispo, CA, 93401Tel. (805)440-3574San Luis Aviation, Inc. is the ES Chat product developer and network operator and the sole source for the purchase of Enterprise Secure Chat (ES Chat). San Luis Aviation, Inc. is the only holder of the GSA Schedule contract #GS-35F-0157Y, expiration date January 19, 2022.Enterprise Secure Chat is the only secure Push to Talk (PTT) communication system with fully integrated location tracking and text/image messaging.

It is a carrier agnostic system purposefully designed for cross carrier communication including private networks like First Net. As such, LA-RICS will be able to interoperate with other ES Chat law enforcement customers operating in the region. This interoperability can be done without additional expense as it is native to the ES Chat network. ES Chat can also has the ability to integrate with OI's LMR radio networks as well as from any public safety agency. Key differentiators to ES Chat include their proprietary communication protocols which are over 22% more efficient on a call by call basis as compared to competitors. This efficiency will ensure consistent communication reliability which is imperative for agent safety purposes.This is not a solicitation for competitive proposal.
