Added:Jul 02, 2019 11:45 am The Deployment Health Department at the Naval Health Research Center San Diego (NHRC) conducts multiple projects evaluating risk and protective factors for military family well-being, and evaluates interventions that could promote family well-being in military populations. These projects include, but are not exclusive to, the Millennium Cohort Family Study and the Military Community and Family Policy Healthy Steps program evaluation.This acquisition encompasses research support for all aspects of research design, evaluation, survey development and data collection, data quality assessment and adjustment, hypotheses testing using state of the art statistical methods, and research dissemination. Topics of study include exploring association of service member health and well-being and military factors on spousal health, psychosocial, employment, and socio-economic outcomes. The contractor shall identify spouse and child factors that are associated with service
member health and well-being and military career outcomes, examining factors related to marital quality and family functioning, as well as studying family prevention and intervention program feasibility and effectiveness. The contractor shall factor related resiliency and vulnerability that moderate the association between military operational stressors such as deployment experiences and service member readjustment issues related to the health and well-being of spouses and children. The contractor shall compare methodological approaches to identify their impact on data quality, evaluate the adequate representation of research samples in representing from all service branches, Reserve, and National Guard components, as well as develop research tools for use in adjustment for potential non-response bias.Services shall be performed at the successful offeror's facility. Intramural Human Subject Research will be supported under this requirement. The successful offeror (and if applicable, subcontractors) shall possess and maintain an active Federalwide Assurance issued by the DHHS. An approved Human Research Protection Official (HRPO) will be on file with the Contracting Officer before funds that support Human Subject Research can be obligated on the contract. This effort will also require a Defense Health Agency Data Use or Data Sharing Agreement.The Government anticipates to award a single cost-plus-fixed-fee type contract.The services required are non-personal severable services and are performance based. The contract will consist of one (1) 12-month base period of performance and four (4) 12-month option periods to be exercised at the discretion of the Government.This is not a new requirement. The legacy contract number is W911QY-16-C-0089; the incumbent contractor is ABT Associates, Inc.If for any reason there are no successful proposals, the Government reserves the right to re-open the solicitation.This requirement will be solicited in accordance with FAR Part 15, utilizing full and open competition (no set-asides).A solicitation will be posted on or about 18 July 2019 to FBO.gov. Solicitations are to be downloaded from FBO.gov and no solicitations will be mailed.
