This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Materiel Agency (USAMMA) to procure engineering support for additional filters, licenses and upgrades of the current Tactical Cross Domain Solution (TACDS) without competition as prescribed in FAR 13.106-1. Specifically, the Government will procure this system manufactured by General Dynamics (GD).USAMMA currently uses the Tactical Cross Domain Solution (TACDS) to conduct research on a Cross Domain Solution capability to transmit medical data from the MEDHUB System to the Blue Force Tracker (BFT) network so the hospitals have situational awareness of the incoming MEDEVAC units. The TACDS ensures the data stays on the NIPR side and does not cross into the SIPR side. USAMMA is requesting engineering support for additional filters and upgrades of the current USAMMA TACDS system for purposes of enhancing the existing units. TACDS is currently being used by
Program Executive Office (PEO) Command Control Communications Tactical (C3T) and PEO Solider.USAMMA is integrating with the PEO C3T BFT NIPR network that requires a TACDS that supports the DoD variable message formats (VMF) and eXtensible Markup Language (XML). Advatech Pacific (now General Dynamics (GD)) is the DoD primary solution for cross domain solutions used by PEO C3T and PEO Soldier on DoD networks. Additionally, TACDS is also the National Security Agency's (NSA) approved cross domain network solution. GD is the original manufacture of the TACDS system. No other contractors have the capability to perform upgrades or provide the TACDSTM evaluation kit.The North American Industry Classification System (NAICS) for this requirement is 511210 and FSC D305.Proposed solicitation number: W81XWH-18-Q-0034.This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name sole source only.All questions and responses concerning this notice shall be emailed to Rudolph Spencer at Rudolph.j.spencer.civ@mail.mil. Interested concerns must identify their capability in writing to the above email address listed above no later than 12:00 PM ET, 27 December 2017.
