***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Office of Oceanic and Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Pro-Oceanus Systems Inc., out of Bridgewater Nova Scota, Canada, for 3 mini CO2 digital logging models with internal rechargeable battery housings.***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that The M230 mini CO2 digital logging model from Pro-Oceanus is the only instrument with the highest accuracy rate and the fastest transmission required for PCO2 needed to ensure data reliability and timeliness. These sensors are utilized throughout NOAA and meet the requirements that are needed for data collection for carbon dioxide and acidification with the highest accuracy rate needed for GLERL analysis. This brand is what the lab is currently utilizing and
have them on hand for deployment. More are needed to provide additional coverage and to have on hand in case of equipment failure. There are no substitutions for this requirement it has to be the same sensor to ensure the uniform of equipment and data collection for use as spare parts in the current inventory of sensors. Nothing on the current market can match the capabilities of these sensors. In addition, this specific sensor is needed to match our current inventory to ensure data and research consistency as well as interchangeability of spare parts. The manufacturer has no resellers. Delivery of the units no later than 8-10 weeks from date of award.***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
