This pre-solicitation synopsis is being posted under W81K04-18-R-0007 in accordance with the Small Business Act (15 U.S.C. 637(e)) and 41 U.S.C. 1708 and is not a request for competitive proposals. The Health Readiness Contracting Office (HRCO) intends to procure non-personal specialized training services in support of the U.S Army Critical Care Paramedic Program, Army Medical Department Center and School (AMEDDC&S), U.S. Army Medical Command (MEDCOM). Specialized training services includes, but are not limited to Critical Care and Paramedic training, appropriate clinical rotations, and the cost and scheduling of the Flight Paramedic Certification exam (FP-C) and the National Registry of Emergency Medical Technicians (NREMT) psychomotor and written examinations for the National Registered Paramedic (NRP) certification. The performance of this requirement shall be within 25 miles of Ft Sam Houston, located in San Antonio, Texas. The requirement shall be able to accommodate up to 210
students per year. The Paramedic Course must be no less than 1040 hours of instruction not to exceed 26 weeks. The Critical Care course must be no less than eight weeks of training to include three weeks of didactic and five weeks of clinical training for hands-on patient care. The HRCO anticipates the solicitation / Request for Proposal (RFP) will be available approximately 15 days from the date of this notice or sooner due to urgency of the requirement and the closing date is anticipated as 30 days from the release of the solicitation. Completion of the contract performance is estimated to be 31 Jul 2023. This is a follow-on requirement to provide specialized training services in support of the U.S Army Critical Care Paramedic Program, Army Medical Department Center and School (AMEDDC&S), U.S. Army Medical Command (MEDCOM). This requirement will be solicited as unrestricted full and open. There will be no charge to be assessed for solicitation documents.The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). SATOC will have a five (5) year (60 month) ordering period. Individual task orders will clearly describe each course's requirements and services to be performed. This solicitation will be awarded under FAR Subpart 15.101-2, Lowest Price Technically Acceptable (LPTA).The solicitation will be available in electronic format only and is being publicized through the official government point of entry (GPE) in accordance with FAR 5.204.
