03/22/2023 5:00 PM (PDT) Contact Information Contact Info Nhan Pham Bids to http://www.planetbids.com/portal/portal.cfm?CompanyID=15300 Owner's Agent Office of Cannabis Management Description Scope of Services The Office of Cannabis Management (OCM) is looking for a community-based organization (CBO) to provide guidance to candidates and review, evaluate, and process documentation submitted to prove their eligibility to participate in the City’s Cannabis Opportunity Reinvestment and Equity (CORE) Program. Specifically, the CBO will work closely with the candidate to assist them with identifying documents that could support a determination of eligibility for the CORE Program. Once submitted, the CBO will review the documents. The CBO will then either: a) verify that the submitted documentation satisfies the eligibility requirements of the CORE Program, b) work further with the candidate to access the necessary documents, or c) determine that the candidate does not meet the eligibility requirements for the Program. Once verified, the CBO will notify OCM and provide the verified candidate’s name and contact information. The CBO would be a recordholder of the documents verifying CORE eligibility. As such, the CBO will be required to a) retain the documentation for at least two years; b) if the documentation contains personally identifiable information, the CBO will have to manage and protect the documentation in accordance with applicable federal and state laws; c) comply with applicable retention and privacy policy; and d) assist the City with addressing requests for public records that may be in the CBO’s possession and subject to disclosure under the California Public Records Act. --- Other Details The City has a maximum budget of $100,000 for the provision of the services described herein including the Scope of Services (Section 5, below), for 3 year(s). The City is seeking a one-year contract with 2 possible one-year extensions. It is anticipated that the funding for the CORE Program will be available at least through March 1, 2025, and potentially longer, depending upon funding availability through future state grant cycles. In response to this Request for Proposals, the City anticipates receiving competitive pricing as well as an assurance of quality services. The City intends to award one contract; however, it may choose to award additional contracts as the City deems necessary to meet the City's needs. If additional contracts are awarded, it will be based on initial proposals received in response to this RFP and must meet all the terms and conditions described herein. Firms or individuals that do not submit a proposal by the closing date and time will not be considered for any subsequent award. --- Notes Questions regarding this Request for Proposals shall be directed via the City of Sacramento's online bid portal per the instructions and deadlines outlined in the RFP timeline.
