It is the bidder’s sole responsibility to periodically check the webpage specified above for project updates and addenda. It is the responding firm’s responsibility for ensuring that they have received any and all addenda. If not, the firm may be considered non-responsive. Firm shall acknowledge, in writing, receipt and incorporation of all addenda and clarifications in its response. Specifically, Firm’s acknowledgement of the addenda must be declared on the Proposal Sheet Form. All proposals must be sealed and received no later than 2:00 P.M. on January 17, 2024. Late proposals will be rejected. It is the responsibility of the submitting firm to make sure the proposal is delivered to the specified location by the date and time specified above. Please submit one (1) original, four (4) proposal copies (for a total of five) and one electronic copy. No proposals may be withdrawn for a period of sixty (60) days after the proposal submission date. It is each bidder’s sole responsibility to ensure its bid is timely delivered and received at the location designated as specified above. Any bid received at the designated location after the scheduled closing time for receipt of bids shall be returned to the bidder unopened. RFP Publication Date: December 12, 2023 MVUSD Independent Auditing Services (RFP#2023-24-05) Page 6 of 26 Section 1: General Information 1.1. Introduction This Request for Proposals (RFP) contains specifications and related documents covering independent audit services as specified herein. This RFP and all subsequent modifications thereto are hereby designated as the sole reference and authority for the preparation of Proposals. The publication of this RFP supersedes all other documents related to the work to be done. The contents of this RFP and subsequent modifications thereto take precedence over any and all information related to independent auditing services for the District obtained from any source, either by verbal or written communications. This RFP shall not be construed to (1) create an obligation on the part of the District to enter into a contract with any audit firm; or (2) serve as the basis for a claim for reimbursement for expenditures related to the development of a proposal. 1.2. About Murrieta Valley Unified School District The Murrieta Valley Unified School District is located in Murrieta, California on the southwestern edge of Riverside County. The District has approximately 23,000 students, across 22 schools: eleven grade TK-5 elementary schools, four grade 6-8 middle schools, three comprehensive high schools, and one alternative education school (which includes a full-time independent study program). Additionally, the District operates an early childhood education program at all elementary school sites. The District utilizes the Riverside County of Education’s Galaxy software to manage its financial, payroll, and personnel systems. The District utilizes Aeries to manage its student information. 1.3. Purpose of RFP Education Code §41020 requires that school districts shall provide for an audit of the books and accounts of the district and that the audit shall include all funds of the district, including student body, cafeteria funds and accounts, and any other funds under the control or jurisdiction of the district. The audit shall be made in accordance with generally accepted auditing standards and shall include, to the extent applicable, the audit procedures required by the State Controller’s Office of the State of California as detailed in the Controllers’ publication, “Standards and Procedures for Audits of California K-12 Local Educational Agencies” and such other publications on school district audit of said Department as have been or shall be issued during the period of this contract. The scope of the audit shall not be limited to that provided in the aforementioned publications in the event that, in the opinion of the auditor, particular circumstances warrant extension thereof. Pursuant to Government Code section 53060, the District is soliciting Proposals from qualified public accounting/auditing firms to provide professional Independent Audit Services for the District. Services shall include all funds and account groups of the district including, but not RFP Publication Date: December 12, 2023 MVUSD Independent Auditing Services (RFP#2023-24-05) Page 7 of 26 limited to, General Fund, Adult Education Fund, Student Activity Special Revenue Fund, Adult Education Fund, Child Development Fund, Cafeteria Fund, Deferred Maintenance Fund, Building Fund, Capital Facilities Fund, Special Reserve Fund for Capital Outlay, and Bond Interest and Redemption Funds. The District may identify the Students Activity Special Revenue Fund as a major fund for purposes of the years considered in this RFP. The audit shall include procedures to ensure compliance with all applicable GASB requirements. The purpose of this RFP is for firms to demonstrate their background, qualifications, competence, and capability to perform the services described in Section 2: Scope of Work and Specifications. The District will select a firm to work in these areas, subject to the District’s right to terminate such services at its discretion. 1.4. Term of Contract The successful firm is expected to enter into a contract with the District. The District will consider a three (3) year agreement beginning with the audit of fiscal year 2023-24, with option to renew for an additional two (2) year term, not to exceed five (5) years. The District may terminate the contract at any time for any reason by giving at least sixty (60) day notice in writing to the firm. If the contract is terminated by the District as provided herein, the firm will be paid a fair payment as approved by the District for the work completed as of the date of termination. 2023-24 Auditor Timeline TASK RESPONSIBILITY DATE 1.
