Box 428 West Dover, VT 05356 econdev@doververmont.com Goal for new decking implementation: Summer/Fall 2023 or As Soon As Possible Organization Overview Town of Dover, VT – Located in central Southern Vermont, the Town of Dover was founded in 1810. The town features abundant outdoor recreational activities, with Mount Snow Ski Resort being the centerpiece. It is located in the early stretches of Route 100, which is rated is one of the Top-50 drives in the USA. The entire
town covers 35.8 square miles, which is characterized by mountainous terrain. These ranges have elevations reaching over 2500 feet. The town employs less than 20 full time employees. Together with our fine inns, restaurants, natural attractions and bucolic scenery, the Town of Dover provides a definitive Vermont experience. Our background and town culture are deeply rooted in year-round, outdoor recreational activities. Our Users Our primary user groups include current residents, potential residents and visitors of the Town of Dover. The demographic of users varies widely from young to old, and beginner to experienced. While the average age of our resident users is higher, our second homeowner and visitor users create an eclectic mix of ages and ability. Only foot traffic and human powered vehicles are allowed on the paved section of the Valley Trail. Project Background The project for the paved section of the Valley Trail, known as Valley Trail A, began in the early 2000’s and was with phases being completed over the next 10 years to the early 2010’s. The trail extends from the parking lot of 1 Mountain Park Plaza in West Dover, VT extending to the intersection of VT Route 100 and Dorr Fitch Road approximately 1 mile south. It is the culmination of years of planning, grant writing, and landowner cooperation. The bridge, installed during construction of the trail, was originally designed and installed on Town Highway 60 in Wallingford, VT (Elm Street) and spanned the Otter Creek. When the bridge was decommissioned at that location, it was relocated and rehabilitated for use on the Valley Trail in 2010. It is believed the decking on the bridge as it stands now was installed at this time. The trail and the bridge are maintained so that it may remain open year-round by the Dover Highway Department. This includes plowing, sanding, mowing and trimming. Project Requirements The Town of Dover is looking to completely replace the decking on the bridge with modifications made to ensure easier maintenance and future replacement. Currently the decking is made up of 70.5 13’x12”x6” wooden beams. The beams are secured to the bridge using anywhere from 13 to 15 3/4” bolts each through the beams from the top to plates and nuts underneath securing to the metal trusses to the underside of the Bridge. There are also beams running on top of the current decking on either side of the bridge to fill the space between the decking and trusses which will need to be replaced as well. (See appendix A for photos) The desired replacement includes new base decking material (beam or otherwise) to replace the current sub decking on the bridge running across the bridge deck (horizontally). Additionally, a second thinner layer to be run with the travel direction of bridge (vertically) is desired to be easily removed and replaced as needed due to wear and tear from usage, maintenance and plowing. The final height of the decking must match the current height to ensure that it does not become a fall hazard and will not cause unneeded damage to our maintenance vehicles. Any additional considerations or concerns Budget Details The budget for the project should include all aspects of project completion using either like or improved building materials. Request for Bids & Project Timeline Details Request Sent: May 22, 2023 Responses Due: June 23rd, 2023 RFPs will be reviewed after the close of submissions and scored on responses. Finalists may be contacted for additional questions and clarification. The three highest scoring bids will be reviewed and voted on by the Town of Dover Select Board at a public meeting, and a winning bid shall be contacted and announced. The Town of Dover reserves the right to not award the project should there be no suitable proposals or an insufficient number of submissions. Ineligible organizations include those that discriminate because of race, color, creed, gender, national origin, or limit participation.
