PROJECT BASED VOUCHERS

INLIVIAN administers the Housing Choice Voucher (HCV) program for all of Mecklenburg County. The purpose of the HCV program is to provide rental assistance to very low-income families enabling them to rent decent, safe, and affordable housing. INLIVIAN, using Moving to Work (MTW) flexibilities, has implemented a Community Based Rental Assistance (CBRA) program that encompasses traditional project-based voucher units, Special Needs units (elderly, disabled, supportive housing, supportive service, and homeless), and pilot local rental subsidy programs. The shortage of available affordable rental units in the area has resulted in participants of the Housing Choice Voucher program being unable to utilize their vouchers. Because of this, INLIVIAN is issuing this Request for Proposals (RFP) seeking proposals from owners and/or developers for Project-Based Vouchers (PBV) available under the Community Based Rental Assistance program.
