Notice of Application for State Air Quality Permit AQ0225TVP05 Alaska Power & Telephone Company, Tok Power Generating Station

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ0225TVP05 for the Tok Power Generating Station under Alaska Statutes 46.14 and regulation 18 AAC 50.    Applicant: Alaska Power & Telephone Company 193 Otto Street Port Townsend, WA 98368    Location: Latitude: 63º 20´ 17.2" North; Longitude: 143º 0´ 37.8" West  Activity: The Tok Power Generating Station is a diesel electric generating plant.    Application: As required by 18 AAC 50, Alaska Power & Telephone Company applied for a renewal operating permit for the Tok Power Generating Station. ADEC received the application on September 28, 2020. This public notice is for the draft operating permit only.    Emissions: The potential annual emissions of regulated air contaminants at the facility are: 8 tons of particulate matter (PM-10), 249 tons of nitrogen oxides (NO X ), 55 tons of sulfur dioxide (SO 2 ), 88 tons of carbon monoxide (CO), and 10 tons of volatile

organic compounds (VOC). The total potential emissions of regulated air contaminants is 409 tons per year.    Preliminary Review: Based on review of the application, ADEC has drafted a preliminary permit decision for the Tok Power Generating Station.    Available Information: Copies of ADEC’s draft operating permit and statement of basis are available at ADEC’s Anchorage office, 555 Cordova St., Anchorage, AK 99501 (907) 269-7577. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
