THIS IS A SOURCES SOUGHT NOTICE ONLY.  In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research.  Market research is being conducted to determine if there are potential SMALL BUSINESSES with the capabilities and experience to perform the required work.  THIS NOTICE IS NOT TO BE MISCONSTRUED AS AN INVITATION FOR BIDS (IFB).  The information received will be used to determine whether to issue the proposed solicitation as a competitive set-aside or full and open competition (unrestricted).  The extent of the work will be described in the solicitation, which will follow at a later date.PROJECT DESCRIPTIONThe U.S. Department of Labor (DOL), Office of Job Corps, seeks the services of a qualified small business firm for Vocational Skills Training Complex at the Potomac Job Corps Center's facilities. The work involves Architec/Engineer (A/E) services for the design and construction administration services  (optional) of a
new vocational training complex consisting of two vocational training buildings, totaling approximately 26,000 gross square feet.  The former project was razed at aproximately 50% completion and the site was returned to green space.  Limited underground utilities and site improvements were abandoned in place.  The project shall include miscellaneous site improvements in the form of general landscaping, roads, parking, drainage, conection to all utility lines and site/security lighting for the new buildings.The project will first assess the previous construction site in combination with associated past plans and specifications, available record construction documents and a post-demolition Project Site Survey and Inventory Report.  The analysis will establish the viability of previously installed work that may be considered for incorporation into the new design.  The project will produce new, updated, code compliant, biddable construction documents to construct a new vocational training complex that complies with all current local and federal building codes.The design shall comply with identified and targeted standards established by the Leadership in Energy and Enviornmental Design (LEED) rating system; however, no LEED Certification is required.Period of PerformanceAward of Contract to Completion of Design: 243 calendar days Estimated Construction Value$1,000,000 to $2,000,000WHO MAY RESPONDInterest in this Sources Sought announcement is open to certified small business contractors, relative to the primary NAICS code 541310 with a Small Business Size Standard of $7.5 Million dollars.  Following review of the responses to this notice, and if the Government still plans to proceed with an acquisition, the Government will develop an acquisition strategy to determine whether the solicitation for this project will be issued as a set aside or as unrestricted competition.All interested small business firms shall be registered via the System for Award Management (SAM) internet site at http://www.sam.gov. SUBMISSION REQUIREMENTSAll interested firms shall submit your capabilities statement via email only to banner.michael@dol.gov and include the notice number in the subject line.  Also, include all business certifications such as 8(a), HUBZone, Woman-Owned, Service Disabled Veteran or Small Business in the information.  Please do not send hard copies.Responses are due no later than 2:00 PM EDT on January 21, 2020.  Oral communications, telecommunication, and faxed inquiries or comments are NOT acceptable as a response to this notice.  Only e-mail responses are welcome. THIS IS A SOURCES SOUGHT NOTICE SO PROPOSALS WILL NOT BE ACCEPTED.
