and\nreplacement.\n\nKent County will evaluate responsive submissions for both the all-inclusive project cost and individual\nline item (skilled trade). Kent County reserves the rightto award to multiple Respondents for each line\nitem, one Respondent for the entire project, or reject any or all submissions.
