It is the responsibility of the potential Offerors to monitor this site for additional information pertaining to this potential requirement. Army Contracting Command - Rock Island (ACC-RI) is
exploring interest and capability for a potential Depot Maintenance Operations Planning System (DMOPS) Support Services requirement in support of the Office of the Deputy Chief of Staff (ODCS), G-4. The Office of the Deputy Chief of Staff (ODCS), Army G4 has a follow-on requirement to provide technical and analytical support to integrate information from disparate data sources into one program and budget-tracking system for the Army Organic Industrial Base (OIB), which allows each organization to determine unique business rules and interface with the agency’s Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President's Budget (PB). The Depot Maintenance Operations Planning System (DMOPS), records previous year executed workload, current year projections, forecasted funding and obligated workload for reporting against the Congressional organic and contract workload distribution report. ACC-RI is releasing a draft Performance Work Statement (PWS) with this RFI for industry review. See Attachment 0001 - Draft Depot Maintenance Operations Planning System (DMOPS) PWS 08AUG2023. SUBMISSION In response to this RFI the U.S. Government is seeking answers to the following: A description of each potential respondent’s interest and capability in fulfilling the requirements of the draft PWS, including the extent of the respondent’s experience in performing same or similar services. In addition, responses shall also include: Company Name CAGE Code & Unique Entity ID # from System for Award Management (SAM) Size Standard & Socioeconomic Group / Category Point of Contact (email / phone number) Potential Respondents should provide specific answers to the questions below: Question 1: How quickly can the offeror create a depot maintenance sustainment support software environment, complete with approximately 35K lines of data/information, necessary to enable HQDA G-4 with the unique ability to effectively enhance, modernize and sustain DMOPS data? (For context: The current software development and application team is comprised of software engineers, whom execute a myriad of software sustainment and implementation tasks, including; 1) building and maintaining internal servers for software testing and development; 2) providing technical expertise and support to the Govt. regarding software deployment; 3) maintaining a Security Technical Implementation Guide (STIG) checklist and fortifying software scans; 4) providing specific database maintenance and administration (maintaining roles/Users/schema; 5) conducting Information Assurance (IA) compliance and testing; 6) ensuring the system database administrator keeps servers free of vulnerabilities - applying software patches as needed; 7) maintaining an internal software defect tracking system; and 8) ensuring DMOPS can seamlessly connect and/or correspond with cSustain and other Army managed web based solutions such as cWorks/CProbe.) Question 2: The current vendor manages an internal software repository and environment that stores intellectual capital and architectural design and leverages historical data to help the Govt. manage and make informed sustainment decisions, how would your organization establish a similar capability to equip HQDA with required information? Question 3: How long would it take your organization to establish and subsequently maintain a cloud capable (i.e., ECMA type) environment, required to apply software upgrades while maintaining an operational availability of 99.9%? Question 4: Provide the timeframe required to successfully develop/build, test and implement DMOPS operations based on the operational construct of the Depot Maintenance Operations Planning System (DMOPs)? HQDA G44M, as the requiring activity, has serious concerns there would not be a seamless or supportable transition of DMOPs services which could result in catastrophic mission failure. Question 5: DMOPS software integrates Army planning, programming, and budgeting information from disparate data sources into a single-source budget tracking system that interfaces with the agency’s POM, BES, and President’s Budget (PB). What would your organization require from the Govt. to seamlessly transition to supporting HQDA G-4 within a 24-48 timeframe? Question 6: The Depot Maintenance Operations Planning System (DMOPs) is hosted on the Army Analytics Group Web Portal System (AWPS), can your organization continue to operate DMOPS on this portal - if so, how (explain your approach)? Question 7: The DMOPS data analysis and management tool is continuously updated, maintained, and supported via the latest software configuration, implementation of IAVA patches and upgrades, software bug fixes to address/correct (within 24 hours) software/User interface issues; what particular skill sets and background would you anticipate your organization needing to effectively execute a similar process (i.e., systems engineer/programmer/code developer, etc.)? The current software development and application team executes a myriad of software sustainment and implementation tasks, including; 1) building and maintaining three internal servers for software testing and development; 2) providing technical expertise and support to the Army Analytics Group (AAG) regarding software deployment; 3) maintaining a Security Technical Implementation Guide (STIG) checklist and fortifying software scans; 4) providing Oracle database maintenance and administration (maintaining roles/Users/schema; 5) conducting Information Assurance (IA) compliance and testing; 6) ensuring the Oracle database administrator keeps servers free of vulnerabilities - applying software patches as needed; 7) maintaining an internal software defect tracking system; and 8) ensuring DMOPS software can seamlessly connect and/or correspond with cSustain and other Army managed web based solutions.
