USS WASP (LHD-1) RCC 930N - The work covered by this justification must be accomplished during the DSRA at the BAE-NSR facility because no other maintenance window exists prior to deployment. Since other contractors cannot access the facility with the equipment required to complete the work, it is in the best interest of the United Sates to award this work on a sole source basis as it will result in a fully operational ship. BAE-NSR will be tasked to replace ventilation ducting for Main Machinery Room One (MMR 1). During moisture separator installation, the contractor discovered severe corrosion to MMR 1 ventilation systems to the point that sections of the ducting had fallen down the trunk. The skin of the ship and structural supports to the intake air are exposed to the outside environment. The MMR 1 ventilation system requires full replacement to restore functionality and to protect the interior of the ship’s hull and structure from incoming, salt-laden air. If not repaired, the
ship’s hull and structure will act as a vent / intake trunk in these respective areas, accelerating corrosion in the ventilation system. In addition to the operational schedule and the ongoing work associated with the USS WASP (LHD-1) DSRA at BAE-NSR, the following precludes procurement of this work through full and open competition:(a) This availability is being conducted at BAE-NSR Shipyard facility; therefore, it is not feasible to get competition for this scope of work;(b) A delay in award of this procurement would result in a postponement in production and ultimately threaten the availability’s schedule until the specified work is accomplished. This would ultimately jeopardize the vessel’s mission and ability to join the amphibious ready group as scheduled;(c) Accomplishing this work is required to safely operate equipment in MMR1. Proper ventilation and ducting will facilitate certification of these main engineering spaces and the operation of all systems in each space.(d) Immediate repairs to essential shipboard equipment are mandatory to ensure the completion prior to the ship’s operation and deployment. Any delay would cause a disruption to the ship’s operational commitments and hinder various milestones, which could potentially impact the ship’s deployment schedule. BAE-NSR is the only source able to accomplish this new work item required within the anticipated CNO timeframe under such short notice. No other window of opportunity for maintenance exists prior to operational commitments.
