Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Obtain ASCOM Pinnacle Protection Plan This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability statement that addresses the specific requirement identified in this Sources Sought, in addition please ensure that you provide your DUNS number. Thank you The Veterans Health Administration (VHA) is seeking to obtain ASCOM Pinnacle Protection Plan for the Connecticut VA Medical Center located in Connecticut. The standard of services shall be of quality; meeting or exceeding those outlined in the General Requirements section as described below. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: The purpose of this potential requirement is to establish a 12-month contract to renew the ASCOM Pinnacle Protection plan. Location of Headsets: West Haven VAMC 950 Campbell Ave West Haven, CT 06516 Scope of Work: Supplies and Services for Facility ASCOM Phone services Contractor shall provide all labor, programming, specialized services, and travel necessary to maintain the ASCOM 237 handsets. ASCOM Pinnacle Protection renewal is for the continuation for the current quantity ASCOM 237 Handsets for a period of one year (12 months). Qty. Model Description 1 PPP Handset Pinnacle Protection 237 Handsets ASCOM or authorized local dealer shall have the capability to respond to handset and system failure within one day (24 hours) of notification. Failed devices shall be returned as per Pinnacle ASCOM PINNACLE agreement plan. ASCOM handsets are a patient safety device and shall be in full operation to guarantee quality of care. The Pinnacle Protection Plan (the Plan ) to extend and enhance the standard warranty of the ASCOM wireless system. Under the Plan, the WEST HAVEN VA shall receive enhanced and extended warranty coverage for the ASCOM portable telephones. The Plan shall also cover accidental damage. Coverage and Services Portable Handset Swap Stock ASCOM shall provide WEST HAVEN VA with (2% of total) portable handset(s) to be used to replace defective units during the repair turnaround time throughout the term of the Plan. Accidental Damage ASCOM shall cover repair needs resulting from accidental damage providing the portable telephone is repairable. There are some restrictions noted in this guide. (see Restrictions section in this document). Liquid Damage ASCOM shall cover repair needs resulting from water damage providing the portable telephone is repairable. There are some restrictions noted in this guide. (see Restrictions section in this document). Portable Handset The following portable handsets will be repaired or replaced at no cost during the protection period: Belt Clips ASCOM shall replace defective belt clips covered in the Plan at no additional charge. Software Updates ASCOM shall provide portable handset software updates (enhancements and fixes) for the WEST HAVEN VA to implement at no additional charge. Requirements The initial purchase order for a Product Protection Plan must include a completed Data Form. The Protection Plan number must be included on the return material authorization (RMA) form. This action is required in order to avoid standard repair fees and to help facilitate quick turn-around times. The Protection Plan number must be included with all system expansion orders, including additional portable telephones. Any additional portable telephones purchased for this site will be amended to the plan and priced at a coterminous pro-rate unless a one-year rate is requested. Restrictions Partial system coverage is not allowed. WEST HAVEN VAs may not choose to cover only a portion of the qualifying equipment and portable handsets in the system. Once enrolled in the Plan, the WEST HAVEN VA must cover all newly purchased qualifying equipment and/or portable handsets purchased within the coverage term. This plan does not cover portable handset loss, theft or exposure to biohazards. This plan does not cover damage resulting from natural disasters, fire, acts of war, sabotage, vandalism, riots, lightning surges or other electrical disturbances. Additional Information: The Department of Veterans Affairs is a smoke free environment and smoking is not permitted at the facility. COVID-19 Precautions: Face coverings are required to be worn while on station. See internal VA POC for precaution updates prior to arrival on station. COVID-19 precautions can potentially change at any time; contractors shall be required to follow all current COVID-19 regulations.
