PURPOSE OF THIS ANNOUNCEMENT:This is a pre-solicitation announcement of a proposed contract pursuant to FAR 5.204. The US Government intends to announce a contract solicitation for design and construction services as described within this announcement within the next 30 days. This announcement is also meant to help identify potential contractors interested in and capable of performing this design and construction project. This is NOT a solicitation announcement and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract. The subject solicitation is being competed with full and open competition.OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENTINFORMATION ABOUT THE PROJECT:The US Army Corps of Engineers (USACE), Europe District plans to solicit proposals for a design-build project for a renovation for an EMS Garage Renovation in Purvciems District
in Riga, Latvia. The USACE plans to include basic design criteria in the contract solicitation, with the intent to award a single construction contract to a design-build construction contractor that will complete the 100% design and construct the project.The project includes the following general items of work, detailed requirements will be contained elsewhere in the Statement of Work to release with the solicitation:Repair garage floor and garage interior trench drains.Repair vehicle washing area and provide new oil water separator.Repair garage interior walls and interior sides of exterior walls.Provide new exterior wall waterproofing and protective insulation boards, and exterior drainage.Provide new roof membrane and paving for garage roof that serves as first floor entry terrace.Provide new railing between first floor entry terrace and non-walkable garage roof.Provide new fall protection on the top of garage entry and exit driveways retaining walls.Replace vehicle entry door.Replace garage interior lighting.Replace heating water distribution piping.Provide domestic water and sanitary service for overhead ambulance washing.Replace existing railing around garage.PROJECT LOCATION:This project is in Purvciems district, Riga, Latvia; Latitude 56°57'27.19"N, Longitude 24°10'38.92"E. (Refer to the attached Location Map.)PLANNED SOLICITATION INFORMATION:This is NOT a solicitation announcement at this time. The USACE anticipates that the solicitation announcement will be made in May 2024, or within 30 days of this posting and will contain many more details surrounding the project and instructions on how and when to submit a proposal. Any attachments within this posting are subject to change at the time of official solicitation posting, and it is the responsibility of the contractor to monitor this post.
