Notice Inviting Bids 1. Bid Acceptance and Opening. The City of Tracy (“City”), will accept sealed bids for its TEMPORARY EMERGENCY HOUSING PROJECT ON ARBOR AVENUE, 2023 PHASE II SITE IMPROVEMENTS, 2024 REBID (“Project”), CIP 71112, by or before Tuesday, May 7, 2024 at 2:00 p.m., at the City Clerk’s Office, 2 nd Floor, 333 Civic Center Plaza, Tracy, California, 95376. Bids will be publicly opened immediately thereafter. 2. Location and Description. The Project is located at 370 Arbor Rd, Tracy, CA 95304. Work includes: SWPPP management, installation and maintenance of BMPs, installation of City provided premanufactured structures, structure foundations including for Sprung Structure & pre-manufactures structures, erection of a Sprung high tension membrane structure, interior build out of Sprung structure including plumbing, electrical & HVAC systems, site fencing and gates, sidewalks, curbs, gutters, asphalt pavement, bioretention basins, drainage systems, shade structures, site
lighting, landscaping and other miscellaneous work as described in the contract plans & specifications . 3. Time for Completion. The planned timeframe for work is between July 2024 and April 2025. Contract time to be two hundred twenty (220) contract days. Upon issuance of Notice to Proceed, contractor will provide all material and equipment submittals for review and approval. Equipment with long lead times require verification from the manufacturer that the order has been received and indicating anticipated delivery dates. 4. License. This Project requires a valid California contractor’s license for the following classification(s): Class A General Engineering or Class B General Building Contractor. 5. DIR Registration. Contractor must submit proof of DIR Registration with Bid Proposal. 6. Contract Documents. Bids are required for the entire project work and shall be made upon the Bid Forms in accordance with the Instructions to Bidders. CIP71112@cityoftracy.org. 7. Prevailing Wage Requirements. This Project is subject to the prevailing wage requirements, available at City Engineer’s office or online at
http://www.dir.ca.gov/DLSR, applicable to the locality in which the Work is to be performed. As this project involves federal funds, Davis Bacon requirements will be enforced. Federal minimum wage rates, as predetermined by the U.S. Department of Labor, have been attached to this bid document. If there is a difference between the federal minimum wage rates predetermined by the U.S. Department of Labor and the Prevailing Wage Rates determined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractor shall pay no less than the higher wage rate. 8. Bonds. The successful bidder will be required to provide performance and payment bonds, each for 100% of the maximum Contract Price, and a warranty bond for 10% of the maximum Contract Price. 9. Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code section 22300. 10. Subcontractor List. A completed Subcontractor List form must be submitted with the Bid Proposal in accordance with the Instructions to Bidders. 11.
