Harris Radio Communication System Improvements between Naval Weapons Training Facility Boardman ("NWTFB") and Camp Umatilla Training Center ("CUTC") for the Oregon Military Department ("OMD") Oregon Training Command Division ("OTC")

OMD recently constructed new live fire training ranges at the NWTFB. Safe operation of these training ranges requires clear radio communications between NWTFB and the Camp Umatilla Range Control facility located at CUTC and with military aircraft operating within the Restricted Airspace overlying the ranges. In addition, range operations require radio communications for control of wildland fires, for personnel emergencies, and to provide

emergency evacuation.

OMD currently utilized L3 Harris portable, mobile, and desktop radios utilizing L3 Harris repeaters and supporting antennas for radio communication. The current system does not provide reliable clear communications for range operation. OMD has determined that the deficiencies poses a significant life health safety risk to the agency, agency staff, aircraft, military personnel, and other users of the ranges. As part of a pilot project OMD will issue a Contract to Communications Northwest, (Oregon's sole authorized L3 Harris distributor) for the development and implantation of a solution to establish clear radio communications within and between NWTFB and CUTC. This includes, but is not limited to, solution research and development, acquisition and deployment of a mobile communications tower and related equipment, installation of L3 Harris repeaters, antennas and other peripheral components to meet the project objectives.

Any Affected Person may protest the approval of this Sole Source Procurement in accordance with ORS 279B400 and OAR 125-247-0700.
